Born in Oneida, on March 9, 1950, he was a son of Dr. George R. and Doris Cunningham Kinsella. Returning to Oneida in 2000, after living several years in Maryland, Dr. Kinsella was a graduate of Oneida High School, Class of 1968, Alfred University, Class of 1972, began studies for his doctorate (Ph.D.) at Massachusetts Institute of Technology, received his doctorate from Upstate Medical University in 1979, and did a post doctorate fellowship at Yale University, School of Medicine.

Prior to his retirement in 2001, Dr. Kinsella was a research scientist and research fellow with the National Institute of Health.
He completed the Ph.D. program in pharmacology at Upstate Medical School at Syracuse. His ground breaking work on the kidney's handling of drugs led to a fellowship in the Department of Medicine at Yale School of Medicine. While at Yale, Kinsella published a paper in 1980 on the kidney that was honored 22 years later as one of the key landmark studies in kidney research.
In 1981, he established his own laboratory at the National Institutes of Health (NIH) facility in Baltimore. During the '90s Kinsella demonstrated that a cancer treatment drug could be used to coat the stents and block the long term restriction of blood flow. For this he received numerous U.S. and world patents. Kinsella's technological breakthrough has been among the top 20 commercially successful innovations developed at NIH for nine of the previous 10 years. It is the number one commercial success from NIH in five of those years and has resulted in almost $100 million in royalties for additional support of medical research at NIH.
In 2005, Dr. Kinsella was recognized by the Intellectual Property Owners Association for his inventions as one of the five finalists as ""US Inventor of the Year."" He was invited to Washington for the ceremony marking the first time any NIH inventor was so recognized by this group. The idea was also recognized as the top government invention the same year.
Since returning to Oneida, Dr. Kinsella has served as the treasurer of the Oneida Library Foundation, been a member of the Christ Church, United Methodist and its Men's Fellowship Committee and has enjoyed his loves of gardening, traveling and reading.
