Stephen Arnold Smith was a Brigadier General (a one-star general officer, equivalent to the rank of rear admiral (lower half) in the other uniformed services)  for the United States Air Force.  Stephen was born on September 13, 1947 and was from Austin, Texas.  On May 01, 2000, he died in a non-hostile incident in United States at the age of 53.
