David Lochabay

Assistant AG David Lochabay will be greatly missed

ASSISTANT Attorney General David W. Lochabay’s services to the commonwealth will be greatly missed, according to Attorney General Edward Manibusan and Gov. Ralph Torres.

Lochabay died on Aug. 21 at the age of 75. He is survived by his daughter Caroline Leigh and brother Averill Lochabay.

David Lochabay worked at the Office of the Attorney General for 17 years and, according to Manibusan, he represented the CNMI with distinction.

"He was well respected by those who worked with him in the office,” Manibusan said on Wednesday.

According to a joint statement from Governor Torres and Lt Gov. Victor Hocog, David Lochabay was a committed public servant whose legal duties were conducted with profound integrity and responsibility.

“He called these islands home for nearly two decades and has contributed immensely to the growth of our legal community   from his work at the Office of the Attorney General to his consistent support of the Micronesian Legal Services Corporation. He often took the time to serve as a mentor for new and younger attorneys. His contributions to the CNMI were great, and he will surely be missed. Our prayers are with his family and the Office of the Attorney General during this time,” the statement stated.

Lochabay worked as an attorney since graduating from law school at the University of Texas at Austin in 1976. At the time of his death, he was an assistant attorney general at the Civil Division of the AG’s office.

He was known throughout the CNMI legal community as an honest, compassionate and dedicated public servant.

According to a statement from his family, David Lochabay had also become a “passionate tennis player and athlete” who “could often be found at the American Memorial Park Tennis courts or on the park’s walking path. He loved playing tennis rain or shine and through injuries.”

He “also played violin with the Corpus Christi Symphony during his youth. Classical music occupied a dear place in his life. He was described as a child prodigy musician. He also taught himself to play piano favoring pieces by Bach and Beethoven.”

David Lochabay was “a devoted father to his daughter and taught her everything that she knows. She is also a lawyer and simply lives by his example. The family will hold a private family burial service for him today, Thursday, Aug. 25.”

Ronald Levick, Sr.

I was fortunate in being one of his friends in highschool and knowing one of his adventures was getting a tattoo on his shoulder at a North Beach Tattoo parlor in Corpus Christi, Texas. Even though it was removed later in his life it reflected his sense of humor. It was a skull with a bow tie and top hat. I loved you brother and miss you.
