Leon was raised in Greenville, Texas and graduated from East Texas State University in 1966. He earned his MBA there in 1968 and was certified as a CPA in 1971.

Carolyn Covington and Leon were married in 1962 and daughter Cheryl, was born in 1970.

Leon and Hank Bryant were partners at Bryant & Welborn, L.L.P. in Tyler, TX, where he worked for 36 years before retiring in 2010.

Leon was preceded in death by his parents, Robert and Georgia Welborn, his sister, Bobbie Faye Wallace, and his brother Gene Welborn.

He is survived by his wife, Carolyn Covington Welborn, his daughter Cheryl Wallace and her husband John, and their children, Nathan, Grace Anne and Emily, as well as his brother, Jerry Paul Welborn and his wife, Denise.

The light and love of Leon’s life was his family and his faithful service to the Lord as an Elder at West Erwin Church of Christ, where he did the Lord’s work diligently and humbly for 25 years.

We are told in First Corinthians to “Run the race in a manner in which to win” and in Hebrews to "Run with patience, endurance and persistence the race set before us”. Leon has run and completed his race in these manners, certain to hear the words in Glory, “Well done, my good and faithful servant…”
