Policy Regarding Promotion* of Reunion Activities
on Westburyhshouston.com's site.

To advertise or promote its activities or events to Westburyhshouston.com's membership with site electronic notification technologies, a reunion committee must

  1. Provide this site's membership with electronic Internet registration, payment and reporting capabilities either through electronic links to the committee's own site or in conjunction with this one.
  2. Demonstrate the use of standard** accounting - business principles and practices in the collection, management and safeguarding of fees (money) solicited and collected from this membership for future reunion services.
  3. Guarantee that this membership's funds are protected against financial mismanagement, embezzelment and fraud and that prepaid services are deliverable.
  4. Present a refund policy to this membership.
  5. Exclaim that the committee operates as a separate economic entity from Westburyhshouston.com.
  6. Apply and comply with Texas Dram Shop law.

* "Promotion" is not the same as an announcement. Within the parameters of the latter, Westburyhshouston.com may notify its membership of an upcoming reunion function for the benefit of the membership. That announcement can provide basic event and contact information, but will not include registration forms or payment information and methods.

** Westburyhshouston.com's administration will delineate pertinent standard accounting principles and business practices and expose and address the lack thereof where necessary. The following provides an example of the referenced practices which would cause concern and conflict between the committee and Westburyhshouston.com's management.

The function of registrations processesing must be separated from that of collection of the fee or other money by the same committee member. In particular, activities like the golf tournament should NOT be appointed by one person who promotes and manages the activity, who alone receives the individual registrations, and who otherwise is responsible for collecting and making deposits and managing the golfing fees. Comingling of those tasks without the establishment and parallel implementation of management  / accounting controls by the committee as a whole invites funds mismanagement in the least, wholesale embezzlement in the main, and fiscal scandal.
