Randall J. Machado, 34, of Kapaa, Kauai, a policeman with the Kauai Police Department who was honored as the 1999 Top Cop of the Year, died Friday in Queen's Hospital. He was born in Lihue and was a U.S. Navy veteran. He is survived by wife Stephanie K.; son Randall "RJ"; parents Bernard and Shirley; sister Lissa Chow; and grandfather Caesar Rubio. Service: 9:15 a.m. Saturday at St. Catherines Church. Call after 8 a.m. Burial: Kauai Memorial Gardens. Casual/aloha attire.
