PROPOSAL TO BE DISCUSSED:

To provide fast-tracking approval and other zoning incentives for development of high density housing at the Bon Air Shopping Center, above the existing retail buildings.

The proposed site capacity is for 90 new units, which could be expanded to approximately 120+ units, including the State Density Bonus.

As shown in the attached Housing Element documents, this proposal is unnecessary to meet the City's legal responsibility under the Regional Housing Needs Assessment quota from ABAG, for 37 low income units over the next 8 years. The rationale for including this potential development site does not take count fulfilling this need through second units and junior second units, and other more appropriate, small scaled ways to integrate low income units throughout the community.
