Nominee Criteria:

Nominees need to meet all or most of the following criteria:

● Distinguished professional achievement that has merited the honor and praise of peers

and colleagues.

  1. Project Manager for installation of Georgia Dept of Transportation “Street Smart” system in preparation for the 1996 Olympic Games

  2. Project Manager for Civil Contractor during the expansion of the San Antonio River Walk


● Distinguished service to the community in which he/she currently resides.

  1. Assistant ScoutMaster for Troop 96

  2. Volunteer Income Tax preparer for “VIVA” a local non-profit

  3. President of 4-H Club Advisory Council (Entrepreneur Development)

  4. Volunteer at “Haven for Hope” homeless shelter


● Distinguished service to the Mart community – both past and present.

  1. 1965-1967 Anderson Junior High of Mart

  2. 1967 -1971 Mart High School; participant in all school functions-academic and athletic. Graduate class of 1971

  3. Attend several athletic events per year mainly football homecoming and state track meet.

  4. See qualifications below for present endeavors;



● Distinguished service as an elected or appointed local, state, or national office

exemplifying a spirit of dedication to public service and education.



● Distinguished service to the Mart education system as an educator, administrator,

elected School Board member, staff member, and/or Mart Enrichment Foundation



Qualifications: (please use additional pages if necessary)


  1. City of Mart is in a state of emergency and is in need of economic and moral support, and to this effect Edward Costley is in the process of purchasing 201 Waco, Mart. Property will be completely renovated and put on the market for sale. Also He has purchased several vacant lots, these lots will be prepared for newly constructed homes for the community.

  2. LONG TERM PLANS (with financing, support and investors)

2.1 Bicycle Club-inviting clubs from Waco and surrounding areas will bring much needed outside support and attention to community.

2.2 Startup an entrepreneur club run by local and students from surrounding areas to provide advice and support for local business as to the needs of the community-Skate ring, retail shops, beauty salons, and restaurants.

2.3 Currently looking for property, investor and finance for skating ring.
