MONICA SILVA
Election Observer
Monica Silva, 34, a McLean resident who had been an election observer for international organizations in South Africa and Latin America, died Sept. 8 in Fairfax Hospital. She had a cerebral aneurysm.
She had been an observer for the United Nations in South Africa and for the Organization of American States in Peru, El Salvador and Haiti.
Miss Silva, who was born in Washington, was a 1978 graduate of Langley High School. She was a government graduate of American University.
Survivors include her parents, Julio and Maria Cristina Silva of McLean; a brother, Samuel, of Falls Church; and two sisters, Cristina Silva of McLean and Maria Teresa Duran of Santiago, Chile.

Monica attended Miraleste High School with me in Palos Verdes, California. Neither of us knew that both of us had moved that summer in 1976, before our junior year. It was a difficult adjustment at first, then I saw Monica, at Langley! She was a beautiful angel. Her bright smile and kind words always brightened my day. Whenever I saw Monica I knew everything was as it should be.
