"Ray", age 39, was born in Paterson, NJ and resided in Washington, DC.  He departed this life on November 10, 2009.  He was employed as a Paralegal by Foley & Lardner LLP, Washington, DC.  He was predeceased by his father, Joseph Carter.  He is survived by his mother: Mary Ann Carter, brothers: Ricky Moultrie, Gerald McNeal, Michael McNeal and Kenneth Moultrie, one godchild, five aunts, four uncles, one sister in law, devoted friends: Anthony Sullivan, Natasha Beamon & Tara Brown.  devoted cousins: Leslie Moultrie, Tiffany Moultrie, Jerome Carter, Drew Williams and a host of nieces, nephews, cousins, other relatives, friends, neighbors and co-workers.
