Not Beauty Winner of the 1961 competition, sponsored by the Junior Chamber of Commerce, was Kathleen Kratochvil of 823 Hagerer St., who went on to be chosen "Miss Congeniality" in the state finals. The co-chairmen, Mrs. James Luckey and Mrs. 'Elton Dorval, emphasize that the Junior Miss contest is in no sense a "bathing beauty" Contest Talent is a decisive factor, since each contestant must give a three-minute presentation of her individual forte, and so are scholarship, charm and poise.
