Larry Carroll - Class Of 1970 VIEW PROFILE

Larry Elbert Carroll, 69, of Midland, went to be with the Lord on Wednesday, February 17, 2021. A celebration of life will be held for family and friends at a later date. Larry was born on January 9, 1952 in Roanoke VA, to Elbert William and Frances Carroll. Growing up he enjoyed camping with his family, hunting and fishing. Larry earned his Eagle Scout badge in troop 216 on May 10, 1968. He graduated from Northside High School in Roanoke, VA in 1970. After attending Bluefield College for two years, he moved to Texas in 1972, where he attended Howard Payne University in Brownwood, TX, graduating in 1974. Larry began his work at the Permian Basin Community Centers for MHMR as the Chief Financial Officer in 1977. He served in the capacity of Deputy Executive Director from 1992 to 1995. Larry retired as the Executive Director after 19 years in the position from 1995 to 2014. Larry's impact spanned much wider than just PermiaCare. He was Chair of the Advisory Committee for the Texas Council Risk Management Fund. He was an integral part of the creation of iServ for Texas Centers, for which he volunteered PermiaCare as the fiscal agent. Larry served as Chair for both the Executive Director's Consortium and the Chief Financial Officer's Consortium of the Texas Council of Community Centers. He served as a board member of the Texas Youth Commission and was a member of Midland Downtown Rotary Club. Larry also volunteered at MARC in Midland, NAMI Midland, and served on the board of the City of Midland Aquatics Center. Most recently, Larry was a member of the board of the Foundation of MHMR of the Permian Basin. Larry's servant heart honored the Lord by volunteering his time with the Midland soup kitchen, as a member of the Permian Basin Fair & Exposition board in the farming and ranching division, serving as a director. As part of the congregation of the First Baptist Church in Midland, he was involved in many church activities as a member of the Peter department. At the time of his death he was teaching director for Midland Men's Community Bible Study. After retirement, Larry enjoyed many unforgettable memories on his ranch in Santa Anna TX where he cultivated his new love of ranching along with building the ranch "bunkhouse". Larry was a strong and wise leader. Anyone who knew him could count on quiet wisdom and quick wit. He showed unyielding patience and unconditional love, not to just friends and family, but to many clients of the group program at Rainbow House. Even after retiring, Larry never stopped caring for the many lives he touched in the MHMR community. Those left to cherish his memory are his loving wife, of 36 years, Elizabeth Morrow Carroll, his children Jenny Royer and husband Dana of Middletown CT, Jonathan Carroll and wife Julie of Springfield MD, Jeannette Whitus and husband Brent of Burnet TX, and grandchildren Mikayla and Rylea Whitus of Burnet TX, Cole and Heath Royer of Middletown CT. Also left with countless memories are his brother John Carroll and wife Virginia of Louisa VA and sister Tricia Carroll Knighton of Christiansburg VA, sisters in law Gula Morrow Roberson and Margaret Morrow Thibodeaux, along with several nieces, nephews, cousins and friends. Larry was preceded in death by his parents Elbert and Frances Carroll and many loving aunts and uncles. The family would like to express their gratitude towards the staff of Midland Memorial Hospital and many loving friends who were present during their time of need. In lieu of flowers, donations in his memory may be made to PermiaCare, Midland Community Bible Study, Midland Soup Kitchen or First Baptist Church of Midland.
