Michael was born to William Arson and Edna Newey Payne. He was reared and educated in the Roy, Weber County, Utah area. He graduated from Hoover High School in Fresno, California. He was a member of the First Christian Church-Disciples of Christ. He had been a mail clerk at the Internal Revenue Service for 12 years where he received many special achievement awards. He was an avid baseball player as a first baseman, and also played football and basketball. He had two brothers and two sisters. |
