Bill graduated from Washburn University in 1970. He was employed by Colmery-O'Neil VA Medical Center from 1970 until his death. Before his death, he was functional line manager for clinical support.
He joined the US Army Reserve in August 1967 and served as a medical corpsman with the 410th Evacuation Hospital in Topeka until August 1973. He also served in the Kansas Air Guard in 1976-77.
He was a member of Third Christian Church.
He was instrumental in the development of the National Veterans Golden Age Games and had worked with a committee assisting with the development of the new Holton Community Hospital.
He married Lorraine Douglass in 1969. She survives, along with two daughters, his mother, a sister and a brother.
