Fred was born on 18 August 1946 in Kansas City. He graduated from Beloit College in 1968 and from KU Law in 1971. On 14 June 1969, Fred married Jane Rubin. They had at least 1 child. Fred practised law in Portland, Oregon, until his death on 14 November 2013
