He completed his primary, secondary and college eduation in St. Mary's College, now St. Mary's University of Bayombong with a degree, BSEED,at the same time he completed his ROTC training. He was called to active duty in the early seventies, and was integrated into the Philippine Army. serving initially with honor and integrity as a humble lieutenant,and rising to the rank of captain in the Mindanao campaigns of the late seventies. and early 80's. He got a welcome respite from combat duty when he was sent for schooling at Fort Braggs in West Virginia. When he returned to active service a year later, he was now a major.He served for a while as senior instructor of logistics at the army command school in Fort McKinley,where the skills he gained earlier in his life as student/teacher/educator at St.Mary's served him well. For it is in this role as professor that he served with distinction, receiving commendations, and awards of which he was rightfully proud of. He retired a Colonel of the Philippine Army. He was buried with full military honors at the Libingan ng Mga Bayani in Fort McKinley on June 15, 2010.

For Jose "Pito" Tugab:

One of our SMU high school 61-ners; and one among life’s winners, he will hold our SMU banner up high upstairs with God; he was a colonel on earth, but a sentinel he will be, in heaven, a sentry always on guard at the pearly gates to give us a free pass to God, and as we pass, we hope he will sound the revile to draw God’s attention to our cause and be servile to Him.
