Lloyd Rowe - Class Of 1948

Munster, Ind - MUNSTER, IND. - Lloyd A. Rowe, 84, passed away March 23, 2014.

He is survived by his wife of 60 years, Janice Boyce Rowe; a son, Bruce Alan Rowe; a daughter-in-law, Tammy Fox Rowe; three grandchildren, Johnathan Alton Rowe, David Patrick Rowe, and Olivia Annmarie Rowe, all of Chesterton, Ind.; and a daughter, Diane Elizabeth Rowe of Munster, Ind. He was predeceased by his parents, Alton G. Rowe and Caro Trueworthy Rowe of Brewer.

He grew up and attended public schools in Brewer. He served in the U. S. Army. He earned an undergraduate degree from the University of Maine, a master's degree in governmental administration and a PhD. in political science from the University of Pennsylvania. He served as an administrative assistant to the city manager of Eau Claire, Wisconsin and as borough manager of Grove City, Pa. He also served on the faculties of political science and public administration of the University of Pennsylvania, the University of Connecticut and Indiana University Northwest, as well as vice chancellor for academic affairs and as acting chancellor of Indiana University Northwest. His publications included an edited book on organizational and managerial innovation with William B. Boise of New York University, an article on city manager ethics and a report on the use of town managers in Indiana both with Richard Hug of Indiana University Northwest, and articles on the council-manager form of municipal government in Indiana.
