COL. CESAR R. OUANO, JR (MPA)

Born on 30 May to DR CESAR CORTES OUANO M.D. and EVANGELINA RAMONAL, a pharmacist in 1181 Hernan Cortes St.,Banilad, Mandaue City, Cebu. He pursued his dream of becoming a soldier when his father was mercilessly gunned down, when he was six (6) yrs old. As this young son watched in horror his fathers life slowly ebb away. As the boy stroked the bloody face of his father amidst muffled cries, he made a solemn promise to go after the lawless elements. With unstinting favor, He enlisted into the Philippine Constabulary, Armed Forces of the Philippines (PC/AFP) on 16 Sep 1980. As a young Constable, he roused from the rank and finally promoted to POLICE SENIOR SUPERINTENDENT (COLONEL) in 1996, after obtaining two (2) on the spot/meritorious promotions for acts of conspicuous courage and gallantry on the line fighting extremely dangerous organized crime syndicates, at the risk of not only his own life but even that of his own family as he succesfully waged a sustained war against well-connected, highly financed armed drug/criminal syndicates. Last 21 January 1996 at vicinity Judea St.,Multinational Village, Paranaque, Metro Manila, POLICE SENIOR SUPERINTENDENT CESAR R OUANO,JR (MPA) PNP played a vital role in the neutralization of a drug syndicate based in Hongkong during an armed encounter with subject police officer which resulted to the death of one CHING TING LUN and the seizure of One Hundred Forty (140) kilos of Methamphetamine Hydrochloride or Shabu with a street value of Two Hundred Eighty Million Pesos (P280,000.000) and considered to be the biggest single shabu seizure ever of the Philippine National Police.Subject Officer's active participation in both the intelligence build-up and neutralization phase greatly contributed to the success of the operation.POLICE SENIOR SUPERINTENDENT OUANO was instrumental in the neutralization of Negerian Syndicate involved in international drug trafficking. The operation codenamed "EBONY AND IVORY" resulted to the confiscation of two (2) kilos of hashish worth P570,000.00 and thirty four (34) counterfeit 100 US Dollars bills and two (2) 9MM Pistols with live rounds of ammo and nine (9) spend cartridges of 9MM used in the shoot-out. Two (2) members of this foreign drug syndicate were killed in an encounter that ensued between the drug gang and the team led by POLICE SENIOR SUPERINTENDENT OUANO during the conduct of operation in Baguio City.He also played a vital role in OPLAN "VIKING", a highly successful anti-narcotics undercover operations that culminated last 12 Apr 95 in La Union with the seizure of Ninety One (91) Kilos of Shabu and the death of notorious big time drug trafficker and member of the 14-K International Drug syndicate.The drug shipment had an estimated street value of One hundred Forty Million Pesos (P140M). Subject police officer's excellent performance as Group commander of the Narcom's elite Special operation's Group (SOG) greatly contributed to the success of the operation. POLICE SENIOR SUPERINTENDENT OUANO was likewise instrumental in the success of the special operation conducted by PNP NARCOM Special Operation Unit (SOU) from 17 April to 25 may 1995 against the Sagada and the Kalinga-Apayao-based Hashish Drug Syndicates in the Cordillera Region. These Two (2) syndicates were responsible for the production of hashish bricks illegally exported to japan, Australia, Europe and the United States of America. Operating deep inside remote rebel-infested areas PSSUPT OUANO. then a Captain, together with his personally trained Special Operation Group, Special Operation Unit (SOG-SOU) personnel for this highly important but very dangerous project, succeeded in identifying the principal members of these two (2) drug syndicates.Subsequent raids and arrests were conducted that resulted to the arrest of twelve (12) syndicates members and the seizure of seven (7) kilos of Hashish powder, Three (30 Hundred (300) Kilos of ground Marijuana leaves ready for processing into hashish powder and Two (2) Kilos of Marijuana Bricks. With this achievement the PHILIPPINE NATIONAL POLICE (PNP) NARCOTICS COMMAND (NARCOM) effectively broke the backbone of these two (20 drug syndicates, disrupting in the process the supply line of foreign drug syndicates involve in the trafficking of hashish to consumer countries. Likewise participated in the three (3) major Marijuana Eradication operations initiated by the Special Operations Unit (SOU) from 1994 to 1996 which resulted to the Eradication of Eight Hundred Twenty Seven Million Pesos (P827M) worth of marijuana nationwide. Two (2) years later Director General Roberto T. Lastimoso, Chief, Philippine National Police designated POLICE SENIOR SUPERINTENDENT OUANO to head the Cagayan de Oro City Police Office as police City Director, The first junior officer to be designated to this position.

With characteristic dedication and singleness of purpose he flanked himself into the enormous tasks and heavy burdens of his office, in the process masterfully overseeing the affairs of the Cagayan de Oro City Police Office to its present position of prominence.

At times misunderstood and maligned by some of his fiscal abilities, he went about unaffectedly quietly in the performance of his police mission.

It was during the incumbency of POLICE SENIOR SUPERINTENDENT CESAR R OUANO ,JR (MPA) PNP, as POLICE CITY DIRECTOR, CAGAYAN DE ORO CITY POLICE OFFICE when the command was awarded with three (3) major Awards by His Excellency PRESIDENT JOSEPH EJERCITO ESTRADA and DIRECTOR GENERAL ROBERTO T. LASTIMOSO, Chief PNP for being the PNP's "BEST POLICE OFFICE". "BEST OFFICER OF THE YEAR". AND "BEST PNP'S WOMEN'S ,CHILD CONCERN DESK OFFICE OF THE YEAR" DUE TO ITS MAJOR ACCOMPLISHMENTS IN THE FIELD OF ADMINISTRATION, OPERATIONS, INTELLIGENCE, INVESTIGATIONS, POLICE COMMUNITY RELATIONS and major accomplishments against Organizes Crime Groups.

POLICE SENIOR SUPERINTENDENT CESAR R OUANO, JR (MPA) PNP is considered ipso facto resigned from the Philippine National Police service eff 27 Feb 2001 pursuant to Sec 66, Art IX of the Election Code of the Philippines, After subject officer filed his Certificate of Candidacy as Congresman in the city of Cagayan de oro. He is authorizes retirement benefits based on the pay of POLICE CHIEF SUPERINTENDENT (BRIG. GEN.) with a Long Pay pur to Sec 34 of RA 8551.
