Age 52, a resident of the NW Portland community, died on Thursday morning of kidney failure, May 3, 2007, at the Providence St. Vincent Medical Center in Portland, Oregon. Clay was born on December 19, 1954, in Roseburg, Oregon. He was theyoungest of four children born to Paul E and Barbardel (Fream) Betcher. He was raised and received his education in Roseburg and was a graduate from Roseburg High School class of 1973. Clay attended the University of Oregon and achieved a Masters degree in Taxation from Portland State University in 1986. He was united in marriage to Zivit Atkins on June 20, 1987, in Seaview, Washington
