Francis passed away on April 16, 2016 at the age of 55 in Waterbury, CT.   He was a U.S. Navy Cold War Veteran and served on the USS Ranger CV-61. 

He worked at Northeast Utilities  and was installed as a full time union official.  He most recently was the Business Manager/Financial Secretary for the International Brotherhood of Electrial Workers .  He sat on the Board of Directors for the CT AFL-CIO health and safety committee and was a delegate for the Western CT Central Labor Council. 

Frank was appointed to the Good Jobs Liaison Commissioner position by the Board of Alderman and was an elected member of the Waterbury Democratic Town Committee.
