Howard was born in Dubuque on June 1, 1948. He is the son of Joe and Mae (Gerleman) Bushman. He graduated the class of 1966 from Senior High School. On February 3, 1968 Howard married Diane (Schaller) Bushman at Nativity Church in Dubuque.

Howard worked at John Deere Dubuque Works for 30 years and part-time at Rafoth Roofing. He stayed involved in his community as a Special Deputy Officer for the Dubuque County. Even after retiring, Howard continued to work as a truck driver for McDermott Excavating and Drew Cook.
Howard was a passionate supporter of US troops and veterans; he served in the United States Navy from 1965-1968.

Howard was a member of the International Brotherhood of Teamsters, United Union of Roofers and Allied Workers, the United Auto Workers Local 94, and the National Rifle Association.

Those who met Howard knew he had the gift of gab and was a natural comedian. He took pride in his children and grandchildren and shared that with everyone he talked to. Howard, a genuinely passionate person, defeated his children in many arguments about the practicality of a flip phone and the merits of using a leaf blower to fix most of life's problems.

Howard is survived by his loving wife of 48 years, Diane Bushman, his daughter Tina (Keith) Wolff, his sons Tim (Sara) Bushman and Mike (Mandi) Bushman and his grandchildren: Katelyn (Andrew), Kristopher, Logan, Mitchell, Landen, Lucas, and Liam. He is also survived by his 7 brothers, 2 sisters, and close family friends Roger Auderer, Chad Hogan, Shawn Forler, and Scott Bainbridge.

Howard is preceded in death by his parents Joe and Mae Bushman and his dear friend Kim Sanford.
