I high-lighted the title ANNOUNCEMENTS on the test page and clicked on the anchor image above.  In the pop-up window, I typed in the name I wanted to use for the anchor.  In this instance, I typed in Announcement.  In this page, i high-lighted the text "link" and clicked on the hyper-link icon, then typed in the url of the test page 2 followed by "#" and the name of the anchor.  In this instance,

The anchors and url's are case-sensitive so I usually write this stuff down so I don't forget later.  Especially since this code is a nightmare to comb through unless I paste it into Dreamweaver!
