Gloria's Secret Candidate Exposed

Finally, after so much speculation about President Gloria Macapagal
Arroyo's "secret candidate," a face has emerged. In his recent
article, "Her" man, respected columnist and political consultant Lito
Banayo exposed Manny Villar as Gloria's "secret candidate." I totally
agree with Mr. Banayo's arguments that Villar is now Gloria's man.

In a recent survey, Villar is second to frontrunner Noynoy Aquino by
11% while Gilbert "Gibo" Teodoro -- Gloria's "anointed" candidate -- is
languishing at the tail end of the survey in single digits. Unless
there is a miracle or massive cheating in the May 10 elections, Gibo
doesn't stand a chance of winning.. Simply put, Gloria wouldn't bet her
political future on Gibo.

Since it is not possible or probable that Gloria would support Noynoy,
Villar is Gloria's only viable pick. Even if Gloria tried to play ball
with Noynoy, I doubt if Noynoy would be willing to play with Gloria.
On the other hand, Villar had nothing to lose and everything to gain
by secretly dealing with Gloria. Heck, the fact that Villar allied
himself with the leftists just shows that he would deal with the Devil
himself if that's what it would take to win the presidency. As he
recently said, "the presidency is my last dream." Indeed, it's the
ultimate dream of a lifetime that he would relentlessly -- and
ruthlessly -- pursue by any means his money could buy. And that's what
makes Villar as dangerous as -- if not more dangerous than -- Gloria.

The fact that Villar has reportedly planned to spend at least P7
billion of his own money in his presidential campaign manifests his
steely determination to win the presidency. That kind of money would
be enough to buy the election. And should Villar win the election, how
would he recoup his "investment" in his campaign?

Rags to riches

Villar claimed that he came from a poor family from Tondo. His father
was a government employee and his mother was selling fish at the
public market in Divisoria.. When he was a boy, Villar said that he
helped his mother sell fish. However, there were reports that Villar
was adopted by the wealthy Jalandoni family of Nueva Ecija. When he
reached legal age, the Jalandoni patriarch deeded 400 hectares in
Licab, Nueva Ecija under his name.

In 1975, Villar married the former Cynthia Aguilar, daughter of a
politically powerful and wealthy family from Las Pinas City . With his
wife's wealth, Villar started building and selling homes. He became a
millionaire and a leader in the housing industry.

Villar enters politics

Basking in his "rags to riches" accomplishment, Villar entered
politics. In 1992, he ran for Congress and won. In 1998, he was chosen
Speaker of the House of Representatives. In 2001, he ran for Senator
and won. In 2007, after his reelection he was chosen Senate President.

During his presidency of the Senate, a scandal erupted that would
haunt Villar for the rest of his political life. In October 2008, Sen.
Panfilo Lacson, in a privileged speech alleged that Villar caused the
"double insertion" of funds into the C-5 extension project linking Las
Pinas to Paranaque in the 2008 national budget. Lacson said that
Villar allocated another P200 million on top of the P200 million
already allotted by Malacañang for the same purpose. Sen. Jamby
Madrigal joined the fray when she alleged that Villar "wanted the C-5
extension to cut through his property so he could sell the property at
a higher price." A month later, Villar was ousted from his presidency
of the Senate.

In 2009, Villar declared his presidential bid amidst the "double
insertion" scandal of which he has yet to be cleared.

Conflict of interest (A VIOLATION OF THE CONSTITUTION)

One of the hazards of running for president is that your life story
becomes public and everything you've done in the past is unearthed and
exposed for all to see. One of the issues that has been dogging Villar
recently was the appearance of "conflict of interest" in regard to his
real estate empire vis-à-vis his elected position as a legislative
leader in both chambers of Congress.

On December 22, 2009, Ted Failon, host of the"Failon Ngayon" TV show,
exposed Villar's 23 subdivisions which were all connected by the C-5
Road extension -- Daang Hari Road -linking Las Pinas and Cavite . Failon
showed how Daang Hari Road -- instead of a straight line -- snaked
around the 23 subdivisions from Las Pinas to Cavite by way of
Muntinglupa, Alabang, and Laguna. Failon said that the C-5 Road
extension -- completed in 2004 -was funded by the national budget which
was passed by Congress at the time Villar was Speaker of the House and
then Senator who chaired the Finance Committee. Failon indicated that
Villar voted for the national budget that appropriated funds for the
C-5 Road extension, a violation of Article VI Section 14 of the
constitution which says in part: "...Neither shall he [Senator or Member
of the House of Representatives] , directly or indirectly, be
interested financially in any contract with, or in any franchise or
special privilege granted by the Government, or any subdivision,
agency, or instrumentality thereof, including any government-owned or
controlled corporation, or its subsidiary, during his term of office."
Failon contended that Villar shouldn't have ran for Congress because
he had and still has ownership of business enterprises involved in
government transactions and funding.

From millionaire to multi-billionaire

In the 17 years that Villar has been in Congress, he has accumulated
so much wealth. He is now ranked number five on the list of the
Philippines' richest men with his net worth of $940 million (P45
billion). He has the largest shareholding in the real estate firm
Vista Land. Indeed, Villar has come a long way from selling fish in
Divisoria to the multi-billionaire that he is today.

Had Villar stayed out of politics and earned his wealth through hard
and honest work, he could have become the role model for the Filipino
entrepreneur. But allegations of "conflict of interest" and probable
corrupt practices while serving the people in Congress have raised
doubts in the people's minds about his qualifications to become the
president of the country.

The question that keeps on popping up in my mind is: Is Villar's
association with Gloria going to influence his presidency and create a
plutocratic oligarchy where the wealthy few govern the powerless
citizenry? There is an old adage that says: "Tell me who your friends
are, and I will tell you who you are." Yes, indeed

Villar still refuses to attend the Senate to face questions, and it only reminds me of how GMA used the privilege of her office to avoid questioning. What will happen if Villar wins and more corruption scandals surface?

With Villar catching up to Noynoy in the polls, I am honestly quite terrified of the prospect of him winning. There is a clear case of graft in this instance, and instead of delving into the issues, his allies in the legislative are simply brushing off the allegations as “politically motivated.” As a citizen, we should not accept this. If there is smoke, we must see if there is a fire that needs to be put out. Yes, the timing of the allegations seem a bit off. (Joker Arroyo was pushing these issues as early as 1998.) A known crook and political opportunist, Juan Ponce Enrile, is the person leading the censure. However, when the facts are presented, it is clear as day that something is amiss. It just further builds on my strong suspicions that Villar is a businessman simply looking to control the political arena to make a boat load of money.

I have never trusted Villar since day one. I never trust businessmen who enter politics, because in the end, their core value is and always will be profit maximization. It is well documented that Villar's real estate empire ran into some serious financial problems when his overexposure to the real estate market and the Asian Financial Crisis made him unable to pay debts he took out to expand his real estate business in the early 1990s. After the Asian Crisis hit, Capitol Bank, owned by Villar and heavily exposed to his real estate investments was essentially ran to the ground and needed to be bailed out. In 2005, Villar tried to solve his debt problems by hiring a group of investment banks to advise him on how he can consolidate all his assets into one company (Vista Land). With the local and foreign investment bankers, Villar came up with a growth story for investors: “Invest in my company because we need it to fund all these wonderful projects!”

However, what was downplayed during the IPO roadshow was that instead of financing growth, resources from the offering would be used to finance his debt. To appease creditors, Villar even had his investment bankers pitch some form of a debt-to-equity conversion that raised skeptical eyebrows of many. In 2007, the IPO of Vista Land did not do as well as planned, in part because many investors and brokers were the same people who were burned by Villar’s inability to pay back his loans.

Now, as part of a corporate growth (or should I say corporate restructuring) plan, Villar is lusting for the highest position in the land. This scares me because Villar already has a track record of using his political position to gain the upper hand for his businesses. To save his empire and increase shareholder value of his business, Villar used his influence as Senate Finance Chair to shrewdly derail a Cavite road project that was supposed to be BUILD, OPERATE, and TRANSFER. Villar built a longer and more expensive road, the C-5 extension, adjacent to it; subsequently forcing the private investor in the initial project to pull out. The fishy thing is that this new road, longer and more expensive than the previously planned project, passed through all of Villar’s land in Cavite. It is a clear case of graft, pointing to Villar’s use of influence and government funds to substantially improve the values of his real estate properties. To add insult to
injury the right of way the government would have to pay in order to complete the project was substantially higher for the land that Villar owned. These funds could have easily been used to build needed schools.

This scandal should be a red flag for all voters. However, the scary part is that Villar is spending billions to keep this out of the picture as he continues his attempt to brainwash our masses that he is their savior. He convinces the masses that he is one of them; a poor boy from the slums of Tondo. In actuality, he is more like the 5-6 and syndicates, slum dwellers themselves who make a profit out of their poor brethren. Villar’s ad agencies are doing an excellent job of maintaining this image as well as doing damage control. TV and radio continues to churn out Parokya Ni Edgaresque jingles that compete with “Nobody, Nobody.” Dolphy is Villar’s new spokesperson and “Wowowee” is one giant ad for him. In this process of brainwashing, the masses are not cognizant of how Villar conducts business as a politician. What they do not see is a man hell bent on turning our archipelago into his own personal piece of real estate.

It is sad that the efforts of Juan Ponce Enrile, who is leading the censure for Villar, is actually giving Villar more sympathy votes. People do not trust Enrile, and when Enrile pounces on someone, it is usually met with a high degree of skepticism. I do not blame people for feeling this way. I also think Enrile is a crook who should be jailed for conspiring to implement Martial Law, for coup attempts, and for the human rights abuses during the Marcos regime. If someone with a more respectable reputation were to level these charges on Villar, I am sure the surveys would tell a different story.

I also fear from some credible reports that Malacañang has actually made a deal with Villar (under the table). Essentially, GMA’s goons said, “We will help you; in return, leave us alone when you win.” Villar’s behavior in recent forums further adds credence to these reports as Villar has been very tame and quiet when it comes to how he will treat GMA after the elections. Appealing to common sense, it makes all the sense for GMA to support someone who has a chance of winning, not a person rating at 4% in the surveys. GMA tried to reach out to Noynoy after Tita Cory died. All she got was rejection.

Who can stop Villar in his quest for the presidency?

I am known to be a Noynoy supporter, but to those skeptics and to those who are still undecided, I do concede that he is not perfect. His record as a politician is average and unspectacular at best. He does not have the charisma of his father. Before the death of his mother, he did not get much mileage. But I am going all out in support for Noynoy in 2010 because he stands for clean governance and appears willing to accomplish this. In addition, he has the best chance of preventing an opportunistic businessman, the assured next President of our country before Cory died, from using the Office of the President as a personal growth asset to his business empire.

Noynoy’s clean record is a big plus for me. It is a trait that I think should be the most important quality that we should look for in our next president. His appeal is that his track record is not tarnished by corruption scandals and his political debts are minimal. I know that many critics are trying to make an issue over his involvement in Hacienda Luisita, but Noynoy is not even heavily involved in the company. As a shareholder, Noynoy only owns .04% of Hacienda Luisita, a drop in the ocean and hardly in any position to do something about it. The case of the Hacienda does not have the substance that the C-5 extension controversy has a lot of.

In addition, Nonoy also has an incredible legacy to live up to. All the pressure is on him to be clean and stay clean. He can't afford to tarnish the Aquino name and the immense legacy that his parents left behind. Cory and Ninoy practically sacrificed their family for their dream of a better Philippines. For Noynoy, to know that your father and mother went through so much hardship to improve our country is a heavy burden to think about if you do decide to become a crook and destroy everything that they fought for.

We all have to make a choice. In my opinion, it has to go to the presidentiable who has an independent mind, stands up for what he believes in, is clean, and has the legacy of his parents to live up to and maintain. For me, Nonoy, with all his flaws, is that candidate. For what this country needs is a clean president who can set an example top-down for the entire state; it needs a president with the will to change things and stamp out corruption; it needs a President who can set an example and is willing to perfect our dysfunctional democracy.

I want someone who stands for being clean. He does not need a degree from Harvard. He does not need to have a multi-million peso business to show me he can make us all rich. He does not have to speak well. He just has to be clean. Nothing else should matter. He has to prioritize a platform of clean and effective governance and make sure that it delivers on that promise. Policies on the economy, education, energy, environment and health can all follow after the fundamentals are taken care of. So far, the only candidate who promotes my vision with a clean record to back it up is Noynoy.

Galing at Talino? Sorry Gibo, those were the supposed qualities of GMA, rubber stamped with a PhD in Economics. And what happened? She only worsened our economy. To GMA's credit she did balance our budget at one point, but it has again ballooned to the level where the next president will have to deal with the same economic issues she faced in 2005. During GMA's watch, investment in infrastructure was insufficient, poverty incidence worsened, public education deteriorated, our nautical highway is still incomplete, goons like the Ampatuan's flourished in the south, and a culture of corruption flourished in our institutions. Instead of creating jobs, GMA focused on a policy of exporting labor without measuring the social costs of such a policy – thousands of broken OFW families and children of OFW's who do not have the proper parental supervision to teach them the differences between right and wrong. In effect, our next generation is left on their own to
figure out how to become empowered patriots who love their country and will fight to defend it. In effect, whatever statistics in GDP growth GMA and her allies love to advertise, none of it trickled down and benefitted the poor… and none of it accounts for the social costs to her policies.

Good speaker? Sorry Gibo, Marcos had that quality and he did nothing good for our country. In fact, Marcos squandered the opportunity to be our Lee Kuan Yew and Dr. Mahatir. If I want a good, charismatic, and eloquent speaker, let's just run down the list of effective public speakers and vote them in.

Para sa mahirap? Sorry Erap, you had your chance and failed miserably. Your only accomplishment is in convincing our masses that movie roles do not carry over into the political area.

My only concern with Noynoy is how deep he might be in the Liberal Party and whether he has accumulated political debts to Liberal trapos. The Liberal Party, like any party, has its own share of crooks (including those bandwagon trapos who jumped off GMA’s boat to ride on Aquino's popularity). How much will Nonoy have to give back to the Liberal trapos (and bandwagon Liberals who jumped GMA’s ship) if elected? We will never know. However, I am willing to live with that unanswered question if it means preventing someone like Villar from turning the Philippines into Vista Land’s next subdivision development. I am also reassured by the fact that he has that “Aquino” name and the ghosts of his parents to answer to if does decide to go down the immoral path.

Nonoy will not solve all our problems. One person can’t. But we need a start somewhere and it should be with someone who pushes honesty, reform, and good governance. It will be a tough battle, but I want to give Noynoy the chance to build on what his mother tried to accomplish. And I hope that if Noynoy wins, he will have the courage to make tough decisions and go after crooks, even if it means hurting a lot of friends and colleagues in government.

The case of the Hacienda does not have the substance that the C-5 extension controversy has a lot of.

In addition, Nonoy also has an incredible legacy to live up to. All the pressure is on him to be clean and stay clean. He can't afford to tarnish the Aquino name and the immense legacy that his parents left behind. Cory and Ninoy practically sacrificed their family for their dream of a better Philippines. For Noynoy, to know that your father and mother went through so much hardship to improve our country is a heavy burden to think about if you do decide to become a crook and destroy everything that they fought for.

We all have to make a choice. In my opinion, it has to go to the presidentiable who has an independent mind, stands up for what he believes in, is clean, and has the legacy of his parents to live up to and maintain. For me, Nonoy, with all his flaws, is that candidate. For what this country needs is a clean president who can set an example top-down for the entire state; it needs a president with the will to change things and stamp out corruption; it needs a President who can set an example and is willing to perfect our dysfunctional democracy.

I want someone who stands for being clean. He does not need a degree from Harvard. He does not need to have a multi-million peso business to show me he can make us all rich. He does not have to speak well. He just has to be clean. Nothing else should matter. He has to prioritize a platform of clean and effective governance and make sure that it delivers on that promise. Policies on the economy, education, energy, environment and health can all follow after the fundamentals are taken care of. So far, the only candidate who promotes my vision with a clean record to back it up is Noynoy.

Galing at Talino? Sorry Gibo, those were the supposed qualities of GMA, rubber stamped with a PhD in Economics. And what happened? She only worsened our economy. To GMA's credit she did balance our budget at one point, but it has again ballooned to the level where the next president will have to deal with the same economic issues she faced in 2005. During GMA's watch, investment in infrastructure was insufficient, poverty incidence worsened, public education deteriorated, our nautical highway is still incomplete, goons like the Ampatuan's flourished in the south, and a culture of corruption flourished in our institutions. Instead of creating jobs, GMA focused on a policy of exporting labor without measuring the social costs of such a policy – thousands of broken OFW families and children of OFW's who do not have the proper parental supervision to teach them the differences between right and wrong. In effect, our next generation is left on their own to
figure out how to become empowered patriots who love their country and will fight to defend it. In effect, whatever statistics in GDP growth GMA and her allies love to advertise, none of it trickled down and benefitted the poor… and none of it accounts for the social costs to her policies.

Good speaker? Sorry Gibo, Marcos had that quality and he did nothing good for our country. In fact, Marcos squandered the opportunity to be our Lee Kuan Yew and Dr. Mahatir. If I want a good, charismatic, and eloquent speaker, let's just run down the list of effective public speakers and vote them in.

Para sa mahirap? Sorry Erap, you had your chance and failed miserably. Your only accomplishment is in convincing our masses that movie roles do not carry over into the political area.

My only concern with Noynoy is how deep he might be in the Liberal Party and whether he has accumulated political debts to Liberal trapos. The Liberal Party, like any party, has its own share of crooks (including those bandwagon trapos who jumped off GMA’s boat to ride on Aquino's popularity). How much will Nonoy have to give back to the Liberal trapos (and bandwagon Liberals who jumped GMA’s ship) if elected? We will never know. However, I am willing to live with that unanswered question if it means preventing someone like Villar from turning the Philippines into Vista Land’s next subdivision development. I am also reassured by the fact that he has that “Aquino” name and the ghosts of his parents to answer to if does decide to go down the immoral path.

Nonoy will not solve all our problems. One person can’t. But we need a start somewhere and it should be with someone who pushes honesty, reform, and good governance. It will be a tough battle, but I want to give Noynoy the chance to build on what his mother tried to accomplish. And I hope that if Noynoy wins, he will have the courage to make tough decisions and go after crooks, even if it means hurting a lot of friends and colleagues in government.

Only then will we have the powerful middle class that our young democracy is screaming for.

@ Kohl....wow you have started politics here, huh? Well, paborito ko 'yan, so let's get the ball rolling. Well, I do not expect everyone to agree with me, this is free for everyone to comment, maski kontra ka opinion ko. Mas magayon ana diskusyon pag agko baga nagkokontra, oda adi personalan, batchmates! Mag debate kita about issues.

Bombie and I had exchanged political views on Facebook and it seems that we agree in everything. First we discussed about Manny Villar's proposal to give the late dictator Marcos a hero's burial. It is understandable for Villar to say so as BongBong Marcos is under his team.I am totally against the plan, although my wife's stand is the opposite of mine because she is Ilocano.

One thing worth pointing also is Marcos deserves a decent burial, just like any deceased Filipino. But a hero's burial for him is a very bitter pill to swallow. Let us not forget the abuses of his administration, the Martial Law, political killings, the ill-gotten wealth etc. He was also the root cause why the Philippines is still a third world country, well let us not forget to mention that Gloria also contributed a lot! Corruption is big time in the Philippines, if only the next President can eradicate that, we will have a better country.

I am glad Satur Ocampo and Liza Masa who are also both under Villar's ticket disagreed with Villar's plan. But mind you, I still question Satur and Liza's association with Villar. Is money involved here? Did they go with the politician who they can rely on in terms of money? Who knows.....we can only guess but it might not be far from reality. The sad thing though is Satur's apparent statement that the Cory administration was a failure. Doesn't he realize that he was set free, along with other political prisoners (yes, Joma Sison included ---only to seek political asylum in the Netherlands) when Cory assumed the Presidency? The Aquino administration was a failure because of people like Satur. He should be the last person to criticize the Aquino Administration because he benefited so much from it. My consolation is, I am sure Satur (and Liza) are far from getting in the Top 12 of Senatoriables.

Of all the Presidentiables, I am scared to see Manny Villar win the Presidency. His overspending (in BILLIONS!) for his campaign makes me wonder how he will get back all the expenses. I believe a President gets only about Php 60,000 per month. For the whole 6 years in office, he will only earn about Php 4.23 millions, that is a far cry from the Billions that he had spent and another 2-3 Billion that he is capable to spend until the May 10 elections. I now believe he is guilty in the C-5 controversy.

If indeed Villar wants to help the poor, the Billions he has allocated for his campaign can help a lot of poor Filipinos, just provide them with basic necessities like decent housing, access to primary health care and education, job-creating programs and livelihood trainings.

Villar wants the Presidency in order to get away from the C-5 extension controversy and to protect all the other illegalities of his business empire. Beware of this guy, scary to have him as President.

On the local issues in Nabua, I posted a note on Facebook about the 2010 election. Here it is....

The 2010 Election in Nabua

Politics is one of my interests. I was involved in the student government in elementary and high school and at some point had hoped that one day I will be of service to the people on a larger scale. I was a High School Freshman when EDSA 1 happened. I wasn't a voter yet at that time but I can vividly recall when I attended the Cory-Doy campaign rally in Iriga. Wearing the yellow shirt which my mom disliked because I looked pale on it, I went to the rally by myself (didn't ask permission from my parents!). I loved it when I flashed the Laban sign with the crowd. That was my so called "political awakening". I have long abandoned my hopes of being in the political scene, not that I don't want to, but it became impossible with the kind of politics that we are experiencing. Gone were the days when Nabueno voters look more into the platform, the background, the achievements and the integrity of the candidates. Money now has become the major point to run a successful campaign. Having said that, I wonder why some local candidates spend millions for a position that does not really pay that much. Mmmmm, really, why?

2010: it is election time again, my fellow Nabuenos. Here we go again with the promises of politicians trying to get the votes of Nabuenos. I was there in Nabua in 2007, I regret I won't be there to personally witness the campaign and the election this year. During the 2007 elections, Nabua witnessed another fiercely-contested mayoral election and even had some tension moments with the two opposing candidates for Mayor especially during the canvassing of votes.

The elected officials' 3-year term is about to expire, have we evaluated their performances? Have we seen the realization of the promises? Did they serve in the best of their ability and their genuine desire to help the people of Nabua without any personal gains along the way? Did they serve in a fair and honest way? Did they manage our resources well? Did they prioritize to deal the concerns and problems of Nabua?

My fellow Nabueno, we have to answer that for ourselves, for the future of our beloved town.

Right after the 2007 elections, I started a thread on Friendster (yes, back then Facebook was not popular yet) about the election in Nabua. I would like to re-post portion of what I said then and add a few more to reflect my current sentiments about the politics in Nabua:

I have created a 10-point checklist to guide Nabuenos who to choose in the coming elections:

1. Someone who is a visionary leader, one who has a long-term plan for the future of Nabua, particularly in the following areas: to solve or lessen the flooding; disaster preparedness, management and response; strengthening of agriculture, livelihood, youth, sports, education, health, tourism and cultural programs and activities.

2. Someone who values truth, honesty and integrity --- and practice them too.

3. Someone who has a clear conscience, is law-abiding, is God-fearing, and is fair to everyone --- and I mean everyone even to the people that are identified with the opposing candidate.

4. Someone who will not buy votes --- as it undermines, underestimates and insults the people of Nabua.

5. Someone who would not get involve and will fight graft and corruption.

6. Someone who leads by example, who is accountable.

7. Someone who is sincere to serve the people of Nabua, and who puts Nabua way ahead of his or her own personal, financial and political gains.

8. Someone who has a clean, track record of accomplishments.

9. Someone who can stimulate the enthusiasm of Nabuenos to be pro-active, and who listens to the mandate of the people of Nabua.

10. Someone who can proudly say "I am a Nabueno" and we can all proudly call, "Our Mayor"!

We are all happy to know that our town is now a First Class Municipality, but I guess we need to ask ourselves.....are we indeed? As Nabuenos, we need to step up what we are doing for our town.

Get ourselves involved in socio-economic and political activities. Be vigilant. Stand up for our rights....voice our concerns. Support programs that would help the people of Nabua.The future begins in us, the citizens of Nabua.

Am I asking too much, Nabuenos?
