Helen Dunlap is presently a Housing and Community Economic Consultant specializing in strategic, systems and organizational change work for a myriad of international and domestic owners, developers, lenders and other stakeholders engaged in building, owning and financing affordable housing. Clients in 2008/10 include:
National and Regional Intermediaries -- Local Initiative Support Corporation (LISC), Enterprise, NeighborWorks®, Housing Partnership Network and Living Cities
Local Governments/Partners -- Cities of Chicago and Los Angeles, Counties – Dade ,National/regional housing developers --Mercy Housing, Community Preservation Development

In the past 40 plus years, Ms. Dunlap has run a local housing nonprofit in Napa California, launched the California Housing Partnership, a state of California sponsored entity, ran two for profit subsidiaries for Shore Bank Corporation and was Deputy Assistant Secretary responsible for FHA multifamily portfolio from 1993-1996 during the first term of the Clinton
Administration and President of the National Low Income Housing Coalition from 1996-1998.

Today, Ms. Dunlap specializes in those assignments where a combination of both technical knowledge of the field of housing finance and experience with organizational systems and management are critical such as realignment of Mercy Housing (successful reorganization resulting in their bottom line going from multiyear losses to a positive year end changing 11 of 13 senior managers in the process), preservation of Greater Miami Neighborhoods portfolio through bankruptcy and acquisition of Lakefront Supportive Housing. Additionally, she is a Senior Advisor and active in the delivery of commercial market assessments for LISC MetroEdge in Chicago, Brooklyn, Duluth, Jacksonville and Detroit. Ms. Dunlap serves on the Board of Directors of each, the National Housing Trust and the National Equity Fund.
