Charles Jeffrey “Jeff” Richmond moved to Tucson from California with his parents and younger brother, William, in the mid 1960s.  He attended the University of Arizona, and married Mary Celeste Price on October 21, 1973.  There was no obituary located but he has an entry with photographs on a memorial website stating that he died in Burbank, CA on September 4, 2004  and is buried in Bellevue Memorial Park.  The photo, dated 1983,  is among several, including childhood pictures, from the Find A Grave website carrying his information.
