Beloved wife, mother, and friend, Rosemary Tish Oatman, passed away on Tuesday, October 8, 2019, in her home surrounded by loved ones. Tish was a proud member of the Round Rock community for 43 years. Tish and her husband of 57 years, David Oatman, moved to Round Rock in 1976, and since that time Tish has made many valuable contributions to the community. 

Tish was a civically engaged citizen, passionate about exercising her political freedom to contribute to and shape her community. Her most cherished contribution was having the privilege to serve on the Round Rock City Council as the Place 2 Councilwoman for three years in the early 1990s. She was active in the Republican party, a member of the Republican Women of Williamson County, and served her community through numerous voting cycles as an election worker. Additionally, she served on the Round Rock Historic Preservation Commission, where she helped preserve, protect and promote the City of Round Rock’s historic resources.

As part of her grassroots activism, Tish proactively supported the opening of Robertson Elementary School in 1979. She was one of the original members of the Robertson PTA and was instrumental in the building of the first playground, contributing to the planning and fundraising as well as rolling up her sleeves and pitching in during construction. She again employed her artistic skills to design the school’s first Road Runner.

If you participated in Round Rock’s celebration of the Texas Sesquicentennial in 1986, you might be the proud owner of the belt buckle with the official certificate Tish designed for the event.

Beginning in the late 1980s, Tish became an avid member of the Round Rock High School Dragon Band Boosters. She led efforts to create the bingo Band Booster fundraisers, one of the most fruitful events, that is still happening every Monday, Tuesday, and Saturday.

Tish was also a founding member of the Round Rock Community School established in the previous Round Rock High School building. The school offered a variety of classes to children and adults, such as Introduction to Automotive Care and Guitar and Dance Classes. Tish also taught calligraphy, which she learned from taking a class at the school.

Her funeral was Sunday, October 13, 2019, which is also Tish and David's 37th wedding anniversary. Memorial service was at Central Baptist Church, Round Rock, Texas, followed by burial at Walnut Creek Baptist Church in Austin, Texas, and a reception in Tish and Davids home, 504 Karolyn Drive, Round Rock Texas.

Tish endured myriad health issues throughout her life.  She was admitted to the hospital in July after a fall and her doctors confirmed she had cancer for the fifth and final time.

As many know firsthand, the expenses for treating and caring for a loved one with cancer can be great and leave families in financial strain.  To help ease this strain, we are reaching out to request donations to help defray funeral and related costs.
