Evangelia Hill-Hall (Sally) was born on February 19, 1958 in Dothan, Alabama. She was the biological daughter of Tommie Tucker and Lovie Sutton-Hill and adopted daughter of Ozzie Hill Jr. She graduated from Radford High School, Honolulu, Hawaii class of 1976. Joined the United States Marine Corps in March 1980 and served honorably until June 14, 1996. Retired from Marine Corps Systems Command in 2015. Graduated from Strayer University 2015. She was the Veteran Service Officer for Disabled American Veterans (DAV) in Jacksonville, Florida. She was preceded in death by her brother, Tony Hill; father, Ozzie Hill Jr. and Sister-in-Law Michelle Miles.
