BOARD MEETING MINTUES
SEPTEMBER 12, 2023

The meeting was called to order at 8:00 a.m. MST by Borgwardt.

Proof of meeting notice acknowledged. Present: Roger Borgwardt, president, Steve Patton, vice-president, Jean Mills, secretary, Sheryl Brown, treasurer, Jeff Coughlin, director at-large, and Cheri Maniz, manager. Guest: #63, Kathleen Kingsley.

It was moved by Brown and seconded by Patton to approve the minutes of August 8, 2023. Motion passed.

Owner Concern: When an unknown, or suspicious, vehicle has been parked on our property for 24 hours or more, the manager or any owner can contact the non-emergency police line to address the issue.

Kingsley, #63, reported on the extensive work she has done regarding the possible purchase of solar panels for the pool(s). She will get pricing information for the November 14, 2023, board meeting.

It was moved by Mills and seconded by Patton to approve the treasurer’s report. Overall Maintenance and Repairs is now $9128.00 over budget year-to-date. Building Repairs and Landscaping have significant budget overages. We might not be able to make our December contribution of $12,500 to Reserves.

Manager’s Report.
A. The electric bills for the last three months were $437, $739, and $662. Primary usage is for the clubhouse and AC. We will consider a wifi-controlled thermostat for remote control.
B. Owners may not sublet all or any part of a unit. If an unregistered guest stays in a unit overnight, the owner may be charged $100/night.
C. Maniz will attend a class on water rights.
D. A-5: no rats have been found on the property.
E. North pool regrouting has been completed.
F. It was moved by Coughlin and seconded by Patton to pay Platinum Pools $2375.00 for two spa motors and pump outlet repair. Motion passed.
G. It was moved by Mills and seconded by Patton to pay Mulcahy Law Firm $1820.00 for updating work on the CC&Rs and Bylaws. Motion passed.
H. #64 is in escrow.

Landscape.

Irrigation repairs to date cost $7092.87. Steve Reynolds will be asked if he can do this work more economically than our current company.

The French drain part of the prior approved gutter project will be done this fall.

It was moved by Mills and seconded by Brown to follow the request from the City of Mesa to skip overseeding the green space this year to save on water usage. Motion passed 4 to 1.

Bids will be solicited for trimming the taller trees.

Buildings.
-
Repairs have been made due to storm damage. #31 will be checked for shingle damage.

Building 2, Phase 2 has been inspected and major work is needed. Building 6, Phase 3 will also be inspected. Major work is expected. This project will be expensive and will require renting a scissor lift.

We hope that the new electrical panel for building 2 will be here by December 2023.

It was moved by Patton and seconded by Coughlin to remove pool lights from a timer to a photoelectric cell. Motion passed.

It was moved by Coughlin and seconded by Patton to approve up to $5000.00 for repairs to and painting of the clubhouse ceiling. Motion passed.

Committee Reports. None

Unfinished Business.
The recent updated versions of our CC&Rs and Bylaws done by Mulcahy Law Firm were discussed and suggestions made.

New Business.
It was moved by Brown and seconded by Mills to increase the HOA assessment $15.00 per month to $255.00 beginning January 1, 2024. Motion passed. Borgwardt will send a letter to the owners.

Future 2023 board meetings will be held October 10, November 14, November 28, (Budget Meeting), and December 12.

Meeting dates: second Tuesdays of the month at 8:00 a.m. MST.

February 20, 2024: Annual Meeting at 6:00 p.m. MST.

It was moved by Mills and seconded by Patton to adjourn the meeting at 10:15 a.m. MST.
