BOARD MEETING MINUTES

MARCH 14, 2023

 

  1. The meeting was called to order at 8:30 a.m. by Borgwardt.

 

  1. Proof of meeting notice acknowledged. Board members present: Roger Borgwardt, president, Steve Patton, vice-president, Jean Mills, secretary, Sheryl Brown, treasurer, and Jeff Coughlin, director. Manager, Cheri Maniz. Guests: ##37, #53.

 

  1. It was moved by Patton and seconded by Brown to approve the minutes of February 14, 2023. Motion passed.

 

It was moved by Mills and seconded by Patton to approve the annual meeting minutes of February 21, 2023. Motion passed.                          

 

It was moved by Mills and seconded by Coughlin to approve the organization meeting minutes of February 21, 2023. Motion passed. 

 

  1. Owner Concerns:

#53 and #37 had many concerns about fruit trees which will be addressed in today’s landscape report.

 

  1. It was moved by Mills and seconded by Patton to approve the treasurer’s report. Motion passed.

 

  1. Manager’s Report.

A. Phase II Carpet Replacement – we are awaiting bids.

  1. Brown and Maniz are looking into more favorable interest rates before renewing two CDs and moving some of monies from our Money Market account.
  2. Repairs to the new washer/dryer in Phase I are done under warranty.

 

  1. Landscaping.
  1. Eighty new plants were planted by 3-10-23 at a cost of $3205.00.      
  2. It was moved by Mills and seconded by Brown to remove three identified cacti: one Prickly Pear in the main entrance median and two Agaves near the clubhouse mailboxes.  Motion passed.  To improve the main entrance look, new plantings of Oleander Trees will be installed in the median area and, possibly, Boxwood Beauty shrubs.
  3. Drainage:
  1. Ditch by Building 1 will be cleaned on March 27, 2023, at an estimated cost of $600.00.
  2. Ditch in front of clubhouse was cleaned out and restacked by volunteers.
  3. Retention area by the South pool was cleaned out by volunteers on 3-11-23.
  4. The ditch in Phase IV will be cleaned out by volunteers probably in the fall.
  1. It was moved by Mills and seconded by Coughlin to recommission

the Landscape Committee until March 2024, consisting of the

      following members: Kathy Kingsley (#63), Gloria Howells (#t1004),

      Marilyn Weinreich (#31), Greg Thompson (#42), Steve Patton, Board

      liaison (#2035), Jim Nielsen (#32), Terry Campbell (#2007), Kristie

      Meek (A-8), Mary Lanphere (#1044) and Dave Guise 9#67). Motion

     passed.

  1. It was moved by Patton and seconded by Brown to approve the following Citrus Trees rules as the accepted Board policy to be followed:                                                                               
  1. All trees (including citrus) that are not on homeowner’s patios are

owned by the HOA.

  1. As owners, the HOA is responsible for pruning, fertilizing, and caring for all trees as they see fit.
  2. The homeowner nearest a citrus tree has first choice on fruit and is asked to remove fallen fruit from under or around trees. Homeowners can give or share this responsibility to neighbors or let the landscaping committee know that they need someone else

to  manage the tree(s) and someone else will be assigned.

  1. All fruit needs to be removed by March 31st of each year.
  2.  Homeowners may have other ideas regarding managing fruit trees (i.e., pruning and fertilizing). With permission from the Landscaping Committee or the VAW Board of Directors, homeowners can elect to prune and fertilize the citrus trees under their care as they see fit at their own expense.

Motion passed.

  1. An e-bulletin will be sent to all residents with these approved rules.

 

  1. Buildings.
  1. Coughlin will contact the City of Mesa regarding any sewer

      maintenance program they may have available for us.

  1. As ProWest has been unresponsive to our requests, we will go with Rite Way Roofing to re-evaluate our flashing needs.
  2. Missing ridge caps will be addressed next week.
  3. Yearly gutter cleaning is on a list of needs.
  4. Pool permits have been submitted for the pool resurfacing. We may  have to pay extra for an expedited decision. Work on the South pool will be first. Platinum Pools will be the onsite representative to do the testing. Coral Pools will do the work.
  5. Work on the gas line leak at the South pool is being done by Platinum Pools.
  6. Service on our heating and air conditioning units will be scheduled with Adobe when it is warmer.
  7. We may need to replace an older heater in the pool area.

 

  1. Committee Reports.
  1. The Social Committee will pay all expenses for the end -of-season

      picnic on March 25, 2023.

  1. The CC&R (Covenants, Conditions and Restrictions) Review Committee of Jean Mills, Board liaison (#1032), Stefani Miller (#1016),Brad Schultz 9#1027), Raejean Warren (#3036) and Shirley Menacher (#53) will submit their proposals to the Board on March 20, 2023,  for its review and suggestions. Then, a draft proposal will be given to the attorney for legal analysis, after which owners will be given multiple opportunities to discuss the proposals with the Board prior to taking a vote. A positive vote of sixty-seven percent (67%) is required for passage. The goal is to have the voting results presented at the 2024 Annual Meeting.  
  2. The Bylaws will be reviewed to ensure there are no conflicts with the CC&Rs. If a vote had to be taken on these, a fifty-one percent (51%), or 87 positive votes would be required to pass the update.

 

  1. Unfinished Business.
  1. The water line leak at A-1 has been repaired.
  2. SRP has provided a temporary fix for electricity in #1033.
  3. Our yearly insurance premium will increase to $48,970.00 from     $39,424.00.

 

  1. For the Good of the Order.
  1. Our pool decking is out of warranty from Copper Sky. The deterioration is ongoing. Bids from other companies will be solicited and included in the 2024 budget.
  2. Project list giving starting and completion dates will be compiled and sent to owners throughout the year.a
  3. A new guest registration form will be made.

 

  1. The next Board meeting will be April 4, 2023, at 8:30 a.m. MST in the clubhouse library. The May 9th meeting will be zoomed.
