PRELIMINARY ANNUAL MEETING MINUTES

FEBRUARY 18, 2025

The meeting was called to order at 6:00 pm MST by Borgwardt. Greg Thompson (#42), chair of the Nominating Committee, stated there was a quorum. Borgwardt asked for a moment of silence in remembrance of members lost this past year.

Proof of notice of the annual meeting was acknowledged. Past board members were asked to stand and be acknowledged. Roger Borgwardt, president, introduced Steve Patton, vice-president, Jean Mills, secretary, Sheryl Brown, treasurer, Jeff Coughlin, director at-large and Cheri Maniz, manager.  Ground rules for speaking were for each owner to state a unit number and name and to use the microphone.

It was moved by Pasula (#37) and seconded by Guise (#67) to approve the annual board meeting minutes from February 20, 2024. Motion passed.

Borgwardt thanked the community for all their help over the years.

2024 Financial Results and Treasurer’s Report. Brown thanked Borgwardt for his service and Patton and Coughlin for their proactive approach to solving problems which have led to significant financial savings for the HOA.

A PowerPoint presentation compared expenses for 2022, 2023, and 2024 for the pools, landscaping, utilities and insurance expenses. The 2025 budgeted amount for insurance is $105,297. Our new premium cost is not yet known, but it will be due on April 1. The HOA has recovered $1.4 million dollars from insurance over the last few years. (Borgwardt reminded owners to check their HO6 policy with $25,000 for their Loss Assessment coverage which would protect them when the HOA policy can’t pay).

As of 12-31-24, our Capital Reserve Fund is $466,380. Our goal is $500,000. We contribute $12,500 monthly to this fund. We have budgeted $87,500 for 2025 projects.

Committee Reports.

Buildings. Coughlin gave an in-depth report on roofing and gutter updates, LED lights and photocells, water issues (plumbing leaks are expected due to the age of our buildings), KY-KO pest control, pools, general projects, green space, Morgan Paving, and an electrical assessment which finds adequate functioning (all circuit breakers, 100 amps in Phase I and 125 amps in Phases II and III). All volunteers who worked on installing the French drains were thanked. Owners can sign out HOA tools by going to the office.

#3029 K.Rudnk said he believes excess chemicals are being used in the north pool and spa to the detriment of health and swimsuits. #B-1 C. Persons agreed. The pool company will be contacted.

Landscaping. Patton asked committee members to stand and thanked them for their service. Volunteers save us between twenty and thirty thousand dollars as opposed to hiring outside help. They plant 50 to 100 desert-friendly items per year.          

Fruit trees on common property will be taken care of by the HOA. Ash trees are on the way out.         To further enhance the beauty of our property, oleanders will be planted at all entrances. Owners may contact the office to borrow a wheelbarrow or wagon if they want to spread their own rock to fill in small areas. Those unable to do this themselves may request help online or in writing. #53 S. Menacher will put in a request for more rock.    

There will be an open meeting to discuss the green space on Sunday, February 23, 2025, at 6:30 pm in the clubhouse.      

Removal requests are rarely approved.      

#48 M. Rotsteen asked to have the oleanders growing next to #49 neighbor’s AC unit removed. The neighbors are not in residence. He was requested to alert the owner and have that owner request service.

New Business.

#3011 C. Davis’s requested to opt out of annual meeting notices by mail. Arizona Law requires this.          

#1038 J. Ahern is a second-generation owner in the Village and was appreciative of all the kindness shown to her mother and family after the death of her father and presently. She said this is a great community to live in with such caring people

Voting.

#42 Greg Thompson (Phase IV), chair of the nominating committee, named the committee members B-7 P. Mathieu (Phase I), #1042 E. Arnot (Phase II), and #2023 T. Dalton (Phase III). Ballots were sent to 169 owners. A total of 116 ballots were cast, representing a 68% voter turnout.        

Three candidates ran for two Board positions: #2040 Jeff Coughlin (86 votes), A-11 Gail Smith (78 votes) and #3011 J. Vandergriendt (61 votes). Coughlin and Smith were elected.

It was moved by #2004 J. Engbrecht and second by #1028 L. Hain to adjourn at 7:13 pm.
