VILLAGE AT APACHE WELLS
BOARD MEETING MINUTES
APRIL 4, 2023

I. The meeting was called to order at 8:30 a.m. MST by Borgwardt.
II. Proof of meeting acknowledged. Board members present: Roger Borgwardt,
president. Steve Patton, vice-president, Jean Mills, secretary and Jeff Coughlin,
director. Manager, Cheri Maniz. Absent: Sheryl Brown, treasurer.
III. It was moved by Patton and seconded by Coughlin to approve the minutes of
March 14, 2023. Motion passed.
IV. Owner Concerns: #2007 brought in a picture of the sliding glass door he wants as a
replacement for his patio doors. It was moved by Coughlin and seconded by
Patton to approve the door without a 10-pane overlay which is unavailable, in a
bronze or fossil color. Motion passed with one dissent.
V. It was moved by Mills and seconded by Patton to approve the HOA Financial
Operations Snapshot as of March 31, 2023. Motion passed.
VI. Manager’s Report: We are waiting for our attorney’s response on a number of
issues. A violation notice will be sent to #3032 regarding unregistered guests
under the age of 55 without the owner present in the unit.
VII. Landscape.

A. New oleander trees have been planted in the median leading to the
Clubhouse.
B. An inventory of citrus trees shows the HOA is responsible for 18.
C. The grapefruit tree to the west end of the green space is a community tree
which will be cared for by the landscape committee. All are welcome to
to pick the fruit.
D. The cost of trimming palm trees is increasing.

VIII. Buildings.

A. The gutter project in Phases II and III should begin next week and take
10-14 days to complete.
B. Roofing: #44-45 have been repaired; #46-47 ridge caps done.
C. A-12 leak in return air vent fixed.
D. There is an issue of standing water on roofs in A and B which is being
addressed.
E. The gas leak at the South pool was repaired for $828.00.
F. Bids are being solicited for buildings 2 and 3 landing carpeting.
G. As of April 4, 2023, the pools will not be covered. The covers will be power
washed before storage.
H. Borgwardt will contact the company to set a firm date for the resurfacing
of the cul-de-sac.
I. Fulltime owners will be asked to volunteer to attend city council
meetings.
J. The Reserve Study onsite visit has been completed. We should receive the
preliminary report in May.

IX. Committee Reports: The end-of-season party was very successful. Donations of
$408.00 helped defray the cost, requiring the committee to only donate $289.00.
The social committee requested the Board get estimates to put a locked cabinet
under the entryway counter for added storage for their records and decorations.

The social committee would contribute to the cost. The Board recommends that
the social committee clean out the cabinets under the Clubhouse TV set first to see
if there would be enough room for their needs.
X. Unfinished Business.
A. Roofs – see above.
B. CC&R Update. The committee finished its review. State Farm Insurance
agent Peter Evans reviewed the document and helped clarify issues. The
Board reviewed the document. Our attorney, Dan Cutis, will also do a
review, but is not able to complete the updating process. Therefore, it was
moved by Patton and seconded by Coughlin to hire the Mulcahy Law Firm
to complete the update at a cost of between $5000.00 and $6000.00.
Motion passed.
When the Board receives the preliminary draft from Mulcahy, multiple
owner input sessions will be held prior to voting. It will take 114 positive
votes to pass. The goal is to be in compliance with state laws, add
definitions suggested by owners, and have a document that is reader-
friendly. Voting should be completed prior to the Annual Meeting.

XI. New Business:

A. The Board has contracted with Farmers’ Insurance as of April 1, 2023.
B. Drafts of new registration forms for owners, renters and guests as well
as information to be sent to title companies will be reviewed by Patton.
XII. For the Good of the Order. The chipping of the north pool decking should be
repaired while the pool is shut down for resurfacing. Bids will be solicited for the
work.
XIII. Next meeting. May 9. 2023.
XIV. Tentative meeting dates, all at 8:30 a.m. MST on the second Tuesday include May
9, June 13, August 8, September 12, October 10, November 14, November 28
(Budget Meeting), and December 12,2023. In 2024: January 9, February 13, and
February 20 (Annual Meeting).
XV. It was moved by Patton and seconded by Mills to adjourn the meeting at 10:28
a.m. MST.
