BOARD MEETING MINUTES

DECEMBER 13, 2022

 

  1. THE MEETING WAS CALLED TO ORDER AT 8:30 A.M. MST BY BORGWARDT.

 

  1. PROOF OF MEETING NOTICE ACKNOWLEDGED. BOARD MEMBERS PRESENT: BORGWARDT, PATTON, MILLS, BROWN AND COUGHLIN, CAAM: MANIZ.

 

  1. IT WAS MOVED BY BROWN AND SECONDED BY COUGHLIN TO APPROVE THE MINUTES OF THE SPECIAL BOARD MEETING AND EXECUTIVE SESSION OF NOVEMBER 29, 2022. MOTION PASSED.                          

 

  1. FIRST SERVICE RESIDENTIAL CANCELED THEIR PRESENTATION AS THE COMPANY DECIDED WE WERE NOT A GOOD CANDIDATE FOR A MANAGEMENT COMPANY.

 

  1. OWNER CONCERNS: NONE.

 

  1. IT WAS MOVED BY MILLS AND SECONDED BY COUGHLIN TO APPROVE THE TREASURER’S REPORT. MOTION PASSED.                                             IT WAS MOVED BY BROWN AND SECONDED BY COUGHLIN TO TRANSFER $30,000 FROM NET INCOME INTO THE CAPITAL RESERVES. MOTION PASSED.                                                                                                 IT WAS MOVED BY BROWN AND SECONDED BY PATTON TO ACCEPT THE 2023 BUDGET AS PRESENTED. MOTION PASSED.

 

  1. MANAGER’S REPORT.  IT WAS MOVED BY MILLS AND SECONDED BY COUGHLIN TO APPROVE $3889.62 FOR MORGAN PAVEMENT TO SEALCOAT THE CUL-DE-SAC. MOTION PASSED.

 

  1. LANDSCAPE.                                                                                          APPROPRIATE, LOW-WATER USAGE PLANTS WILL BE USED FOR REPLACEMENTS.                                                                                    DESIGNER INPUT WILL BE SOUGHT TO GIVE THE BOARD SOME OPTIONS TO DECREASE THE AMOUNT OF WATER NEEDED FOR THE GREEN SPACE.                                                                                                                                                                                 

 

IT WAS MOVED BY MILLS AND SECONDED BY BROWN TO TRANSITION OVER THE NEXT 2 TO 3 YEARS FROM SHEARED SHRUBS TO A NATURAL APPROACH WHICH WILL REQUIRE LESS PRUNING AND LESS WATER BEGINNING NEXT SPRING. MOTION PASSED. SOME PLANTS WILL NEED TO BE SEVERELY CUT BACK BUT WILL REGROW WELL.

 

A LONGITUDINAL STUDY OF OUR WATER USAGE SHOWS 85% LESS WATER USED FOR IRRIGATION IN WINTER THAN IN SUMMER.

 

IT WAS MOVED BY PATTON AND SECONDED BY BROWN THAT ALL FRUIT FROM THE FRUIT TREES MUST BE REMOVED BY MARCH 31 YEARLY. MOTION PASSED.

 

WE ARE LOSING ASH TREES, PROBABLY TWO A YEAR.

 

DAMAGE TO CONCRETE CAUSED BY ANY TREE PLANTED BY AN OWNER IN PHASE IV IS THE RESPONSIBILITY OF THE CURRENT OWNER.

 

  1. BUILDING.

THE ELECTRICAL ISSUES IN BUILDING 2 WILL REQUIRE US TO HIRE FLAT IRON ELECTRIC WHICH SPECIALIZES IN UNDERGROUND ISSUES.

 

THE LIST OF COMPANIES TO WORK ON RAIN GUTTERS HAS BEEN      NARROWED TO TWO. COUGHLIN WILL DO A WALK AROUND WITH AN ITEMIZED LIST WITH BOTH. THE BOARD SHOULD SIGN A CONTRACT BY THE END OF JANUARY OR FIRST PART OF FEBRUARY.   

 

THREE COMPANIES ARE BIDDING ON AN ANNUAL CLUBHOUSE AC UNIT MAINTENANCE CONTRACT.

 

 

  1. WELCOME COMMITTEE AND POOL COMMITTEE REPORTS ARE ON FILE IN THE OFFICE.

 

  1. UNFINISHED BUSINESS: ROOF WORKS CONTINUE. WE ARE SOLICITING BIDS AND CHECKING REFERENCES FOR A NEW POOL MAINTENANCE CONTRACT.

 

  1. NEW BUSINESS.                                                                                                   CUL-DE-SAC PAVEMENT WORK HANDLED ABOVE.                                                                                           

 

WORK ON THE ANNUAL MEETING MAILING CONTINUES.  ALL INFORMATION MUS BE GIVEN TO PATTON BY JANUARY 16, 2023. THE NOMINATING COMMITTEE, WHICH ALSO WILL BE THE TELLERS, CONSISTS OF VIRGIL CHRISTIANSON, CHAIR, JIM MOOTZ AND BYRON JOHNSON.                       

 

THE POOL SERVICE RFP WAS COMPLETED.

 

  1. FOR THE GOOD OF THE ORDER.   THE LAW REQUIRES THE HOA TO SEND OUT MONTHLY STATEMENTS TO OWNERS. THERE WILL BE NO EXPENSE TO OWNERS WHO RECEIVE THEM ELECTRONICALLY. A FEE OF $3.00 WILL BE CHARGED TO MEMBERS WANTING THEM BY MAIL. 

   

  1. THE NEXT BOARD MEETING WILL BE JANUARY 10,2023, AT 8:30 A.M. MST IN THE LIBRARY. OTHER MEETINGS IN 2023 WILL BE FEBRUARY  14. MARCH 14, AND APRIL 11.         

 

  1. ANNUAL MEETING – FEBRUARY 21, 2023, AT 6:00 P.M. MST IN THE CLUBHOUSE AND BY ZOOM.
