BOARD MEETING MINUTES
JULY 14, 2026
I. Meeting Called to Order
- Owners were provided with the agenda and Zoom information on July 9, 2026.
- Meeting called to order at 8:02 a.m. MST by Mr. Patton.
- Recommendation: Future agendas to be sent as an E-bulletin in addition to clubhouse posting.
II. Proof of Meeting Notice
- Acknowledged.
- Present: Steve Patton (President), Jeff Coughlin (Vice-President), Jean Mills (Secretary), Sheryl Brown (Treasurer), Gail Smith (Director At-Large), Anna Earls (CAM).
III. Approval of Previous Minutes
- Motion to approve June 9, 2026, minutes by Ms. Smith, seconded by Ms. Brown. Passed unanimously.
IV. Owner Concerns
- None.
VII. Treasurer’s Report
- Motion to approve by Ms. Mills, seconded by Mr. Coughlin. Passed unanimously.
- Large water bill due to refilling both pools.
- Capital Reserve account balance as of 6/30/26: $548,997.
- Capital Reserve spending to date: $75,836.
- Review of proposed capital projects from last November:
- New common element doors and north pool deck resurfacing replaced by insurance-related railing project (expected cost: ~$50,000; $15,574 spent to date with Brad Butcher's help).
- Awaiting 4 meter electrical panel.
- Water pressure relief valves installed.
- North side clubhouse windows project on hold.
- New north and south pool covers installed.
- Mr. Coughlin to get bids for replacing the south pool retaining wall.
- Addition of "amount spent" column to Reserve Fund (Ms. Brown, Ms. Earls).
VIII. Manager’s Report
- One owner delinquency in June.
- No sales in June.
- Three properties for sale: A-1, B-6, 1011.
- All documents for 10 condos sold are in the office.
- B-2 replaced leaking hose bib.
- KY-KO spraying for ants; heavier rocks placed on bait boxes.
- Railing storage container removed; cost adjusted, $82.95 reimbursed.
- E-bulletin to remind owners not to leave items outside dumpsters.
- 60-month OTA contract expires September 23, 2026 (Mr. Coughlin to report in August).
- Maricopa County sent pool compliance info.
- South pool pavers need to be moved/leveled; Board responsible only for north pool grills.
- Exploring customization of automatic email to new owners to add Zelle info (PAYHOA charges $2.45/month per owner; Zelle is free).
- Mr. Patton to update new owner packets for HB 2397 legislative requirements.
- Ms. Mills to ask Mulcahy Free First Friday for vendor contract item clarification.
- Ms. Earls to confirm Certificate of Insurance (COI).
IX. Buildings
- Brad Butcher to make attachment pieces for 4” risers (insurance requirement); volunteers to help with install (2-story buildings first).
- Motion to approve new windows and doors for B-3 and B-11 by Mr. Patton, seconded by Ms. Smith. Passed unanimously.
XII. Landscape
- Lemon and lime trees in green space have fruit.
- Palm trimming completed.
XIII. Committees
- None.
XIV. Unfinished Business
- Mr. Patton requested total attorney fees for B-9.
- Seeking help to understand HOA responsibilities for new legislation on sale disclosures and owner notification of problems.
XV. New Business
- Volunteers for committee to update Rules and Regulations: Karen Glowa (1043), Jeff Lemberg (3032), Amy Jorgenson (1021), Andy Beseda (2020), Terry Campbell (2007).
- Motion to suspend meeting at 9:16 a.m. MST for Executive Session (personnel evaluation and homeowner’s financial obligation) by Ms. Mills, seconded by Ms. Brown. Passed unanimously.
- Board returned to regular meeting at 9:27 a.m. MST.
- Motion to approve 3% increase in Ms. Earls’ salary retroactive to July 1, 2026, by Ms. Mills, seconded by Ms. Brown. Passed unanimously. Ms. Brown to communicate decision to Ms. Earls.
XVI. Tentative 2026 Meetings
- All Tuesdays at 8:00 a.m. MST: August 11, September 8, October 13, November 10.
XVII. Adjournment
- Motion to adjourn at 9:28 a.m. MST by Ms. Mills, seconded by Mr. Coughlin. Passed unanimously.
