BOARD MEETING MINUTES
DECEMBER 10, 2024
I. The meeting was called to order at 8:00 a.m. MST by Borgwardt.
II. Proof of meeting notice acknowledged. Present: Roger Borgwardt,
president, Steve Patton, vice-president, Jean Mills, secretary, Sheryl Brown,
treasurer, Jeff Coughlin, director at-large and Cheri Maniz, manager. Guest:
B-7, Matthieu.
III. It was moved by Brown and seconded by Coughlin to approve the regular
minutes of November 26, 2024. Motion passed.
It was moved by Mills and seconded by Brown to approve the Executive
Session minutes of November 26, 2024. Motion passed.
IV. Owner Concern. B-7 reported needing to ask for police help to deal with
the repeated noise nuisance from a neighbor. That is a correct policy to
follow. The board has also addressed this and other issues with the owner
and is beginning the foreclosure process under the guidance of our
attorney at Maxwel & Morgan (A.R.S. 33-1256 (A) – one year of unpaid
assessments of at least $1200).
V. It was moved by Mills and seconded by Coughlin to approve the treasurer’s
report. Motion passed. Contingent upon a December financial review, it
was moved by Mills and seconded by Patton to transfer up to $20,000 to
the reserve fund to catch up on the lower contributions made in 2022 and
2023. Motion passed.
VI. Manager’s Report.
A. Three units were sold in November: 43, 2032, and 3012.
B. Eight units are for sale: B-3, B-11, 57, 64,1014, 2005, 2035, and 3032.
C. A final bill of $4000 was paid to Western Exterminator.
D. Keith Salisbury from Fullerton Design Develop Construction Company is
designing a plan to install AT&T’s fiber optic to units, if desired. He will give
a presentation to the board in the future.
E. Although all our independent handymen are insured/bonded, we will ask
them to sign an Independent Contractor Agreement.
VII. Buildings.
A. Phase IV painting will begin on Monday, January 6, 2025.
B. We are waiting for bids for an enclosure to be built around the north
pool equipment.
C. A front filter at the north pool is leaking. We will switch from sand to
glass. Some valve work is also needed.
VIII. Landscaping.
A. 20/25 emitters have been replaced. This is a significantly lower number
than in previous years.
B. An interesting read is Mesa’s “Trees are Cool “initiative as part of their
Climate Action goals. The trees play a significant role in providing shade,
filtering greenhouse gas emissions, and help to cool the community. Their
goal is to plant one million new trees in Mesa by 2050.
IX. Committee. None.
X. Unfinished Business.
A. We use Association Voting software. The Bylaws have passed. We need
18 more positive votes to pass our updated CC&Rs. Voting ends December
31, 2024.
B. Quick Books online fee will jump from $300 to $999/yr. Patton will call
them for clarification.
XI. New Business. None.
XII. For the Good of the Order. 2025 Dates.
A. January 6 - Resumes due from owners seeking election to the Board
B. January 13 – Annual Meeting materials due
C. January 14- Next regular board meeting – 8:00 a.m. MST
D. January 20 – Earliest date to mail, email, deliver material/notice of
meeting
E. January 24 – Last day for homeowners to request a printed copy of
materials
F. January 27:
Maniz to secure appropriate copies of Annual Meeting materials.
Materials put in envelopes ready for mailing/delivering
Deliver Annual Meeting envelopes to owners/send out electronic
copies of packet along with voting instructions
F. February 3 – Last day for mailing/delivery of Annual Meeting
material/notice of meeting (not less than 15 days of Annual Meeting)
G. February 18 - ANNUAL MEETING, 6:00 PM-MST
XIII. It was moved by Mills and seconded by Coughlin to adjourn the meeting at
10:00 a.m. MST.
