Board Meeting

February 12, 2019

 

Present Board Members:  Hayward, Hubbs, Borgwardt, Mills, and Gurule, Manager

Absent: Brown

Guest: Martinson 1001, Pasula 14, A’Bear 1023, Rajanen 2003 Scott Holt from H&H Pool Service, and Slezak A001 by conference call. David from Clean-Cut did not make it to the meeting.

  1. Hayward called the meeting to order at 8:28 AM
  2. of Notice was acknowledged.
  3. It was moved by Borgwardt and seconded by Hubbs to approve the January minutes. Motion Passed.
  4. Report on pool issues by Holt who is the contractor for work Monday, Wednesday and Friday weekly.
  1. Trees at the South pool have excessive leaves falling. Holt’s responsibility is to blow them from the pool deck area. They are blown into the basin but return to the pool when windy. They must be picked up by Clean-Cut whose contract will be discussed with David to resolve this issue.
  2. Leaves make caring for the pool difficult.
  1.     More Chemicals need to be purchased to keep the necessary balance.
  2.      Leaves build up in the pump basket causing excessive wear and tear on the      pump flow.
  3. Holts mentioned deciduous trees planted around the pools are not a good idea.
  4.  Clean-Cut will be asked to drastically trim trees. Leaves need to be removed from the basin when they fall. A change to this contract will be made to take care of this. Perhaps Clean-Cut will alternate grass mowing and leaf removal. (Note Board motion of February 18, 2018 to trim, not remove, these trees
  1. A tree by the North pool spa was removed.
  2. Borgwardt will talk with David Gomez about leaves in phases 1-3.
  3. After a storm, the main drains need to be cleaned. Homeowners can help.
  4. Discussion of a pool lift for the North pool. Holt will get information for the board.
  1. Home owners concerns none.

VI.           report:

  1. Borgwardt: Landscaping

       Irrigation for phases 1-3. Board needs further calcination.

 

       

      Clean-Cut Bids: Phase 1 $18,340.84   Phase 2 $14,426.   Phase 3 $19,631.

      Goal: Finish the irrigation project in 2019.   Re-planting in 2020.

The only persons authorized to speak with the landscape contractor are Gurule and Borgwardt.

Communication Model is: Landscaping committee members speak with their chairperson, chairperson speaks with Gurule and Borgwardt who will then take the concerns to the board.

 Pasula will continue monitoring the trees. He will review his findings, after conferring with Kathy Slezak, committee chair.

**Owners who trim their trees are responsible for getting rid of the trimmings.

Roof Rats: Lots of activity in Phase 2.

b. Budget: Mills moved, Hubbs seconded the approval of the treasures

     snapshot. Motion Passed.

The Board is researching the pressure release situation suggested by AZZ.

Mills reported on the social committee’s champagne brunch to be held at the clubhouse.

  1. Committee Reports: Handled in the officer’s report’s.
  2. Old Business:
  1. Clubhouse folding chairs are here. They are quite sturdy, with a weight capacity of 300 pounds.
  2. Trimming of 2 trees at the small pool. Handled in officers ’report.
  3. Budget concerns: None.
  4. Sprinkler bids in Phase 1-3:  Handled in officer’s reports.
  5. Renewal of Farmers Insurance: Raejean Warren is waiting for information from Wally Cox, our deductible is $5,000.
  1. New Business
  1. Gurule is trying to get responses from firms who will complete monthly inspections of our property. Homeowners are reminded to bring items of concerns to the attention of the manager by filling out the form provided in the clubhouse.
  2. Hubbs will contact Chalk-The-Line regarding Step Flashing and Soffits. He will callRyse regarding patio and landing ceilings.

Note: There are difficulty having firms return our calls.

  1. New North pool furniture will be installed today. The old furniture will be taken by Joe Doty to be sold and the profits given to the Veterans Association.
  2. We will review the landscaping contract and highlight the areas that need to be included in Clean-Cut. Must state that we want the same “Cadillac” valve system that was installed in Phase IV.
  3. Pool Maintenance: All users should use PABA-FREE Lotions and cover the chairs completely with towels to combat excess dirt.

1. Many Thanks to the 10 association members who cleaned all the South pool fur niture. Continuing to take this responsibility will result in protection for our considerable investment as the furniture will last much longer.

       2. Users of the North pool should also schedule cleaning parties for the furniture.

  1. Borgwardt moved and Hubbs seconded a motion to table discussion of a chair lift for the North pool until next year.
  2. Consideration, pending the cost estimate, will be given to re-carpeting all areas and installing a new floor in the clubhouse.
  3. VAW-HOA re-origination board meeting will take place immediately after the annual meeting.
  4. Mills presented an oral and written report on the HOA workshop (2-17-19) put on by our legal firm Maxwell and Morgan. Russ Martinson also attended.
  5. The Board was given a handout of the February 3, 2004 board policy relating to trees and plants in the village. It States:

“The board has decided that not all dead or damaged plants will be replaced when a plant is removed, we will use a cactus or a desert friendly plant. The citrus tees will be treated like any other plant on the property and will remain on the drip system.

The care of the citrus trees will be the homeowner’s responsibility. This means they must prune, fertilize, provide fruit. If there is a tree in your area that is being neglected you may adopt the tree. The homeowner taking care of the tree will have first access to the fruit. Please keep in mind if the tree is on common area and everyone in the Village may use the fruit.

If a tree is neglected the association may remove the tree at their discretion.”

       VIII.          Manager’s Report.

  1. Fire Marshal states all pool gates must be closed at all times.
  2. The county inspector has stated that the electrical junction box at the North pool must be relocated. This will be done.
  3. Phase IV owners are responsible for cleaning their own gutters.
  4. BBQ grills donated in the North pool area are not the responsibility of the HOA. They must remain in the open area.
  5. #56 has a dead tree to be removed and wants it replaced. It was moved by Hubbs and seconded by Borgwardt that the HOA pay for a tree in a five-gallon pail. Any upgrade as to size of the tree and its planting would be the owner’s financial responsibility. Motion Passed.
