BOARD MEETING MINUTES

      SEPTEMBER 11, 2019

 

PRESENT: HAYWARD, MILLS, BROWN, BORGWARDT, GURULE

ABSENT: HUBBS

1. MEETNIG CALLED TO ORDER BY HAYWARD AT 8:32 AM.

2. PROOF OF NOTICE OF MEETING ACKNOWLEDGED.

3. IT WAS MOVED BY BORGWARDT AND SECONDED BY BROWN TO APPROVE THE MINUTES OF AUGUST 13, 2019. MOTION PASSED.

4. HOMEOWNERS CONCERNS: NONE.   

IT WAS NOTED THAT ALL SHINGLES IN PHASE IV THAT HAD STORM DAMAGE HAVE BEEN REPAIRED.

5. TREASURER’S REPORT. EXPENSES CONTINUE TO BE CONTROLLED. BY THE END OF THE YEAR, WE WILL HAVE PUT $132,000 INTO THE RESERVE FUND. WE WILL PRIORITIZE 2020 BUDGET PROPOSALS AT THE OCTOBER MEETING.

MORE INFORMATION FROM C & N ROOFING IS NEEDED REGARDING THE DETERIORATION IN PHASE 1. GURULE WILL GET ESTIMATES FOR THE PAINTING OF PHASE 1. WE NEED TO PLAN FOR THE PAINTING ROTATION FOR ALL PHASES.

IT WAS MOVED BY MILLS AND SECONDED BY BORGWARDT TO APPROVE THE TREASURER’S REPORT. MOTION PASSED.

6. MANAGER’S REPORT. PHASE IV SHINGLE REPAIR BY IMAGE ROOFING WAS $600.

GURULE WILL GET THREE (3) ESTIMATES FOR REPLACEMENT OF THE FIVE (5) AIR CONDITIONING UNITS AT THE CLUBHOUSE. AZZ ROUGH ESTIMATE WAS $5800 PER UNIT, WHICH SEEMS HIGH. GURULE WIL CONTACT SRP TO SEE IF THERE ARE ANY REBATES AVAILABLE AND WILL TELL HUBBS.

RECYCLING ISSUES.  GREEN DEPOT WILL RAISE ITS COST FOR PICKING UP CARDBOARD AND NEWSPAPERS FROM $75 TO $150 ON OCTOBER 1, 2019. THEY WILL ALSO FINE US $75 FOR MISUSE OF THEIR DUMPSTER. GURULE WILL CHECK WITH THE CITY TO SEE HOW WE CAN CUT COSTS. (MORE BLUE BINS? GET RID OF THE NEWSPAPER DUMPSTER?)

GURULE WILL GET QUOTES AND DRAWINGS TO REPLACE THE MARQUEE SIGN ON STOCKTON NEAR UNIT 70.   

 MORTGAGE COMPANIES ARE REQUIRING MORE OF THE MANAGER’S TIME TO FILL OUT MULTIPLE CERTIFICATION PAGES WHEN A UNIT IS SELLING.

IT WAS MOVED BY HAYWARD AND SECONDED BY BORGWARDT TO INCREASE THE CAPITAL IMPROVEMENT FEE FROM $250 TO $500 PER TRANSACTION AND TO INSTITUTE A CONDO CERTIFICATION FEE OF $150. MOTION PASSED.

BECAUSE OF THE DIFFICULTES WE ARE HAVING WITH COX DISCONNECTING SERVICES THAT ARE NOT THEIRS, GURULE IS ASKED TO CALL COX TO GET A NAME AND NUMBER OF A CONTACT PERON TO HANDLE THIS MATTER. COX SUB-CONTRACTS ITS SERVICES.

IT WAS MOVED BY BROWN AND SECONDED BY BORGWARDT TO ACCEPT THE MANAGER’S REPORT. MOTION PASSED.

7. UNFINISHED BUSINESS.

RE-PLANTING IN PHASE 1 WILL BE DONE AT THE END OF SEPTEMBER OR BEGINNING OF OCTOBER.

THERE ARE FIVE (5) YEARS LEFT ON THE ROOF WARRANTY FOR PHASE 1. GURULE IS ASKED TO SEND A LETTER TO C & N ROOFING REQUESTING THAT THEY COME TO A FUTURE BOARD MEETING; THE DATE AND TIME TO BE DETERMINED.

THE FLAGPOLE HAS BEEN REPAIRED AND A NEW FLAG IS UP.

THE LIGHT IN PHASE 1 HAS BEEN FIXED.

8. NEW BUSINESS. THE MAJOR PORTION OF THE OCTOBER BOARD MEETING WILL BE DEVOTED TO PLANNING THE 2020 MAJOR PROJECTS. ITEMS INCLUDE: PAINTING OF PHASE 1, PHASE 1 ROOFING, NORTH POOL RE-DECKING, KITCHEN REMODELING, CLUBHOUSE AIR CONDITIONING).

9 THE NEXT BOARD MEETING WILL BE WEDNESDAY, OCTOBER 9, 2019.
