Village Board Minutest Apache Wells Homeowners’ Association Board Minutes

 

January 15, 2019

Meeting call to order by Hayward at 8:30 A.M.

The December 11, 2018 minutes were approved.

Homeowners Concerns

  1. The fruit trees: Tony Pasula #37 has looked at the trees and has noted those that needed trimming
  2. Perhaps a volunteer committee could be organized to ensure tree maintenance. They might organize to pick up all the fruit on the ground.
  3. It is the board’s responsibility to guide the landscaping committee. More conversation between the board and committee is needed. Rodger Borgwardt is the board liaison with the group: T. Pasula #37, K. Slezak#A001, L. Esslinger #1002, and J. Hermsen #2015.
  4. The Board is asked to look into the purchase of chairlifts for the Club House and North Pool.
  5. Parking the Rav 4 which has been parked for a long time is being taken to auction. A handicapped trailer may be parked at the back wall.
  6. Clubhouse folding chairs: Moved by Borgwardt, seconded by Brown to pay for a minimum of 15 new folding chairs.
  7. North pool furniture moved by Brown, seconded by Hubbs to spend $18,346 to purchase 8 round tables, 32 armchairs 5 end tables 12 without arms. Motion passed. We have not yet received pricing to replace the metal umbrella,

 

Cleancut Landscaping

  1. Mixed reviews on their services.
  2. The company has an overall plan for our Village. What is it? Clarification is requested as to why the sage witch was cut back last spring well has been cut back again.
  3. Weeding and spraying is done once a month.
  4. Each week a different phase is serviced. Phase 3 is this week, phase 4 next week.
  5. Leaves will not be removed until all have fallen.

SRP Note: There are to be no plantings around the transformers closer than 5 feet. Service will not be provided unless plants are removed.

The board has access to the original plans of phase 2-4 which show the plantings put in. The re-plantings after the irrigation renovations are completed.

Rhyse Construction will be contacted to complete paint touch-ups stucco repair, caulk removal from a patio floor in phase 4.

We have been advised by our insurance company to have monthly inspections of our property to include, for example stairways, railing, and concrete. Inspection must be done by a licensed contractor. Minnie Jo has contacted Bryan at Chalk the Line on the issue.

Reminder: As we are all owners in the Village, we have the responsibility to continue to notify in writing (Action Report), any items of concern so corrections can be made as soon as possible.

Building 2 leaks. 4 pillars need recapping. Work will be done by C&N Roofing at no cost.

Treasurer:

Borgwardt moved Hubbs seconded the motion to approve the Financial report and the budget for 2019 budget, motion passed.

We have recovered all legal fees incurred in a property settlement.

Old Business

Thorcom   A formal complaint regarding inadequate TV service was sent to Thorcom from our attorney at a cost of $600. A response has not yet been received.

Hayward has formally invited Thorcom general manager to attend our annual meeting. Hayward is waiting for a response.

We have three years left on our five-year contract. There have been no recent complaints.

Nominating Committee

The board approved this committee Ron Hermsen #2015, Russ Martinson #1001, and Rodger Archer #2019.

Committee to review CC&Rs and the by-laws. Board approved these members: Jean Mills #1032, Virgil Christianson #68, Gregory Thompson, Russ Martinson #1001.

New Business

Brown: We are waiting bids for irrigation renewal for phases 1,2, and 3 it may be possible to do all three phases in 2019. If so then re-planting in all phases would be done in 2020.

Major projects include irrigation renewal, North pool furniture, and the rehabbing of the clubhouse bathrooms.

Minnie Jo asked for help preparing the mailing for the annual meeting on Thursday January 17, 2019 in the clubhouse at 9:00

Hayward noted that at one time there was a building committee with the representatives from each phase which provided information to the board to help the board in making decisions. Perhaps this committee could be reinstituted.

As Hayward noted we are a Village not a resort. It takes all of us looking out for the welfare of the Village.

The board would like the Social Committee to use its funds for social actives for the Village. A street party with a band would be fun. All are encouraged to attend the Baked Potato night in the clubhouse on Friday January 25, BYOB.  Free-will offering. Sign up.

The next board meeting is February 12, 2019 at 8:30 A.M.
